🎬 Before you roll cameras in Sacramento, get your permit.

Keep in mind that all commercial filming in Sacramento requires a film permit, whether you're shooting on public streets or private property. For most productions, the standard film permit fee is $100 and covers up to two consecutive weeks or 10 locations.

Student and nonprofit productions may qualify for a fee waiver.

A few things to know:
• Insurance is required for all productions, including indie shoots.
• Student filmmakers will need additional documentation, including a student ID and teacher approval.
• Simple shoots typically take about 3 business days to process, while more complex productions can take up to 10 business days.
• Personal filming and shoots on pre-built indoor sound stages are generally exempt.

Planning a shoot? Give yourself plenty of time and make permitting part of your pre-production checklist.

“But we’re filming on private property… do we really need a permit?” 🤔

If it’s commercial filming in Sacramento, yes!

Commercial filming can be defined as the recording of a moving image by a person, business, or other entity for a market audience with the intent of generating income. Some activities that fall under the commercial filming umbrella include: the advertisement of a product or service, or the use of paid actors, models, sets, or props.

A film permit helps the city account for safety, insurance, neighborhood impacts, and other production needs, regardless of whether your location is public or privately owned.

Private property doesn’t mean a production operates outside the permitting process.

🎉 A big win for California Film and TV!

This past Saturday, California Governor Gavin Newsom signed two bills at the Television Academy in Hollywood: Assembly Bill 2319 and Senate Bill 186. These bills will expand and support the state’s film and television tax credit program.

Assembly Bill 2319
- Creates a tax credit for post-production work, which includes editing, sound, and special effects.

Senate Bill 186
- Strengthens the current tax credit program by making credits more valuable through enhanced refundability.
- Supports independent productions by exempting some of their tax credits from the temporary credit limitation starting in 2027.

As Gov. Newsom states: “California is the nation’s entertainment capital. It is the home of storytellers, dreamers, artists, entrepreneurs, and creators who define culture for the rest of the world. This legislation protects the extraordinary people who make this industry possible and makes it unmistakably clear: California is still the future of film and television.”
