Getting a project to the finish line takes more than good design. It takes someone watching the clock.

When Fordess came on board at Arbor in Coconut Grove, construction was already underway — but the schedule had drifted, and the path to Temporary and Final Certificate of Occupancy wasn’t clear. That’s the moment an owner’s representative earns their place on the team: not at groundbreaking, but when the finish line starts to feel further away than it should.

Our role was straightforward in concept, demanding in execution. The path to TCO/CO isn’t just about sequencing construction — it’s about layering in every owner responsibility that sits on the critical path: liaising with AHJs, coordinating with utility companies, managing and sequencing inspections, and keeping third-party consulting reports moving so they don’t become the bottleneck. Get any one of those out of sync, and the whole schedule slips.

New to Miami development doesn’t mean new to good instincts. Arbor’s ownership brought real competence and professionalism to every conversation, made decisions quickly instead of sitting on them, and trusted our read on what needed to happen next. They showed up as part of the team, not just the client on the other end of an email — and that team mentality is what turns a recovery plan into a schedule that actually holds.

Fordess Development served as Owner’s Representative on Flagler Oasis Phase 1, stewarding this project on behalf of Gamla Cedron Group through every stage of the development process — entitlements, pre-construction, construction, and lease-up.

Located in the heart of Little Havana, the project delivered an 8-story, 100-unit mid-rise on a 2.2-acre assemblage — Phase 1 of a 3-phase, mixed-use masterplan designed by Behar Font & Partners. Perfectly positioned at the crossroads of Miami’s most connected corridors — steps from Calle Ocho, within walking distance of Loan Depot Park, and just minutes from Downtown Miami, Brickell, Coral Gables, Coconut Grove, and Wynwood — with quick access to the Health District, Miami International Airport, and SR-836.
As Owner’s Rep, Fordess was the constant at every decision point — coordinating the design and engineering team, managing the entitlement process with the City of Miami, overseeing pre-construction planning, and representing the owner’s interests through construction and into stabilization.

Grand opening: October 5, 2023. ✅

Today, Phase 1 has been rebranded as the condominium Centralis Residences.

Phases 2 and 3 will complete the vision — a 16-story residential tower with 248 additional units and a professional office building with over 73,000 sq ft of office and retail space. 👀

Proud to have played a role in making history in Miami.

Wynwood Works — the first large-scale, green-certified affordable housing development in Wynwood — opened its doors in December 2024. This 12-story, 120-unit mixed-use community at 2035 N. Miami Ave. is proof that world-class design and genuine affordability can coexist in one of Miami’s most coveted neighborhoods.

As the Owner’s Representative throughout pre-construction and construction, Fordess Development protected the owner’s interests from pre-construction through certificate of occupancy — overseeing pre-construction activities, construction oversight, and final delivery — ensuring the project was executed with the rigor, accountability, and precision this community deserved. From permit issuance to TCO in just 18 months. For a project of this scale and complexity, that’s not just fast — that’s a masterclass in execution.

And the demand? It said everything. Over 1,000 applicants in the first 30 days. The building filled up within months of opening — and the waitlist is now over two years long, with new applications no longer being accepted. Miami’s workforce housing crisis is real, and Wynwood Works is proof of what’s possible when the right team gets it done right.

They quickly realized they didn’t know what they didn’t know, and that trying to navigate the process alone wasn’t an option. Meet Aura — formerly known as Urbanea, and hard-earned from day one.

14 stories. 100 units. 240,000 GSF. Ground floor retail. Designed by the extremely gifted Reinaldo Borges.

Entitled under Miami 21 — the City of Miami’s form-based zoning code, adopted in 2010, that replaced conventional use-based zoning with a framework centered on urban form, building scale, neighborhood context, and pedestrian-friendly street frontages. Rather than simply dictating what can be built where, Miami 21 focuses on how buildings engage with and contribute to the city around them.

Getting here, however, was anything but straightforward. At the time of purchase, the site was nothing more than a dirt lot — raw land with an expired master permit and a vision. That permit required reactivation before construction could move forward. That reactivation was secured, but rather than treating reinstatement as a green light, the City of Miami mandated a complete re-review of the full set of plans — a head-scratching process that can only be described as somewhat dysfunctional. The permit was back in force, yet the City still subjected us to an entirely fresh review by new eyes who had no obligation to honor what had already been approved. We made the calculated decision to move forward with construction while that re-review was underway — a consequential risk that ultimately paid off, as the re-reviews produced no critical path delays.

In April 2019, we received our Temporary Certificate of Occupancy — the finish line moment that every developer lives for, and the culmination of years of design, entitlement, construction, and perseverance. For a project with this many moving parts, the TCO represented far more than a stamp of approval — it was the validation of a vision.

📍 2500 Biscayne, Edgewater · Miami

A ground-up, Class A multifamily tower rising 20 stories above one of Miami’s most dynamic waterfront neighborhoods. 156 units. 380,000 gross square feet. Another design by Behar Font & Partners.

During my time at Greystone, I led this project from inception through eventual sale — managing every phase and every layer in between. At the macro level, that meant overseeing design, navigating entitlements and Historic and Environmental Preservation Board (HEPB) approvals, managing the full pre-construction and construction process, driving the critical path and certificate of occupancy schedule, and ultimately overseeing disposition. At the micro level, it meant being in the weeds every single day — contractor and GC oversight, budget management, subcontractor negotiations, municipality and utility coordination from pre-construction through construction completion, and the kind of hands-on decision-making that keeps a project on track when things inevitably get complicated.

No stage was handed off. No detail was too small. That full-cycle ownership — from the blank site to the closing table — is something I carry into every project.

Edgewater was still finding its identity when this one broke ground. Proud to have helped shape it.

Throwback to where it all began in Miami. 🏙️

The Mile — our first ground-up class A multifamily project in the 305, right on the iconic Miracle Mile in Coral Gables.

120 units. ~275,000 GSF. Completed in 2016. Sold pre-TCO.

What makes this one special? It was built for under $100/GSF — hard to even fathom in today’s market. A Class A rental building, delivered on time (20 months from groundbreaking to TCO) and on budget. 📐✅

Designed by the talented team at Behar Font and developed during my tenure at Greystone Development, this project was a masterclass in figuring things out in real time. First Miami development, steep learning curve, but the team showed up and executed.

Every great portfolio has a “first.” This was ours in Miami — and we wouldn’t trade the lessons for anything. 💪
