We’re pleased to welcome Dr Matthew Dornan, Senior Economist at the World Bank Malaysia, as our first plenary speaker at Aging with Dignity: A Policy Roundtable on Financing for Medical and Long-Term Care in an Aging Malaysia. His talk is titled “Navigating Malaysia’s Demographic Transition.”

Malaysia is on track to become an aged nation by 2044, and the window to prepare is narrowing.

Drawing on the World Bank’s work on ageing in Malaysia, Dr Dornan will share key findings on income security and social protection for older persons, explore how Malaysia can create the fiscal space to sustainably finance pensions, health and care, and outline policy priorities for the RMK-13 period (2026–2030).

Malaysia is on track to become an aged nation by 2044. Yet there is still no coordinated plan for how we pay for the medical care and long-term care our older persons will need.

On 17 October, Ageing with Dignity: A Policy Roundtable on Financing for Medical and Long-Term Care in an Aging Malaysia brings together government, academia, industry and civil society to look at practical, sustainable ways forward.

How do Malaysia's caregivers fall through the gaps, and what would make the greatest difference?

Join Mr. Rashidi Yahaya, Group CEO of Seterra Group and Chairman of Kendana (Malaysia Caregiver Association), and Ms. Ong Su Fei, a caregiver with lived experience, for Plenary Panel 3 "A Caregiver Perspective" at the Ageing with Dignity Policy Roundtable. Theme: "Financing for Medical and Long-Term Care in an Ageing Malaysia"

This moderated panel will bring together a caregiver's lived experience and a system-level view from Kendana to explore the realities faced by adults balancing work and care. It will look at where caregivers fall through the gaps today, and what long-term care support and ecosystem changes would matter most to them.

Every nation’s story begins with its founding document. For YB Syahredzan Johan, the Federal Constitution has been the centre of his life’s work.

A constitutional lawyer by training, he once chaired the Bar Council’s Constitutional Law Committee. In that role, he helped drive the MyConstitution campaign, which made the Federal Constitution accessible to ordinary Malaysians rather than only lawyers and lawmakers.

Since 2022, he has served as Member of Parliament for Bangi, moving from interpreting the law to helping shape it.

With both legal and legislative experience, he brings a grounded perspective on how the framework we inherited can guide the future we build together.

Kisah setiap negara bermula dengan dokumen asasnya. Bagi YB Syahredzan Johan, Perlembagaan Persekutuan menjadi teras kepada perjalanan kerjayanya.

Beliau merupakan peguam perlembagaan yang pernah mempengerusikan Jawatankuasa Undang-Undang Perlembagaan Majlis Peguam. Melalui peranan tersebut, beliau membantu menggerakkan kempen MyConstitution yang mendekatkan Perlembagaan Persekutuan kepada rakyat biasa, bukan hanya kepada peguam dan penggubal undang-undang.

Sejak 2022, beliau berkhidmat sebagai Ahli Parlimen Bangi, beralih daripada tugas mentafsir undang-undang kepada peranan aktif dalam membentuknya.

Dengan pengalaman dalam bidang perundangan dan penggubalan undang-undang, beliau membawa perspektif yang jelas tentang bagaimana asas yang kita warisi dapat membimbing masa depan yang kita bina bersama.

Daripada Perlembagaan kita, kepada masa depan yang dibentuknya. Jadilah sebahagian daripada perbincangan ini.

How will Malaysia pay for universal health coverage as its population ages?

Bhd. and Officer at the National Health Financing Section, Health Transformation Office, Ministry of Health Malaysia, for Plenary Talk 2 "Funding Universal Health Coverage in an Aged Malaysia" at the Ageing with Dignity Policy Roundtable. Theme: "Financing for Medical and Long-Term Care in an Ageing Malaysia"

The talk will examine the National Health Fund proposed under the Thirteenth Malaysia Plan (RMK-13), which pools taxes, pro-health levies, zakat and state funds to reform how Malaysia finances healthcare for an ageing population. It will also consider how this fits with wider health reforms led by MOH, and what it means for stakeholders inside and outside the health sector working to strengthen Malaysia's care economy.

What does it take to build a future out of many histories? H.E Ruzina Hasan has spent more than two decades finding out.

Her diplomatic career has taken her from Moscow and New Delhi to Dhaka and Dubai. Along the way, she has worked on political affairs, trade and investment, and climate and energy policy, which gives her a rare view of how nations navigate change.

Today, she serves as Acting Deputy British High Commissioner to Malaysia and helps lead the UK’s engagement with the country. It’s a relationship rooted in shared history, and one that continues to grow through education, trade and exchange, including the Chevening programme that brings our alumni community together.

Her global perspective and her understanding of Malaysia make her voice especially fitting for this year’s theme.

The discussion will explore long-term care as a health financing challenge that calls for coordination across the health, social and economic sectors. It will also look beyond institutional bed counts to home- and community-based care, and draw on regional lessons to consider how Malaysia can strengthen retirement fund sustainability and grow its care economy.
