First Secretary Anmol Sher Bedi delivered Explanation of Vote on resolution “Conventional arms control at the regional and subregional levels,” in the First Committee.

He highlighted:

➡️ The UN Disarmament Commission had already adopted consensus outcomes on the subject in 1993, 1999, and 2017, questioning the need for another round of such deliberations.

➡️ Security concerns of States, including India, extend beyond narrowly defined regions and sub-regions, and that preserving a defence balance within a region is unrealistic.

➡️ Conventional arms control is a global issue, and cannot be looked solely from a regional perspective. by @indiaatun

First Secretary Ms. Bhavika Mangalanandan spoke at the @unitednations General Assembly on the debate on the Report of the Human Rights Council. She highlighted:

➡️ Human rights are best advanced “through dialogue, capacity-building and genuine partnerships, and not by politicization, selectivity or double standards - critical to dispel allegation of its weaponization.

➡️ Economic, social and cultural rights and the right to development deserve the same attention as civil and political rights, as poverty, debt and limited access to financing and technology remain the most immediate obstacles to the enjoyment of human rights for the Global South.

➡️ Streamlining of HRC's work should not disproportionately impact the mandates that address development, economic, social and cultural rights; at the same time cautioned against HRC's priorities from being shaped by earmarked voluntary contributions.

➡️ Terrorism remains among the gravest threats to the enjoyment of human rights, recognized also in HRC resolution on international cooperation this year. Called on the Council to give this threat the sustained attention it warrants, on the basis of zero tolerance. by @indiaatun

At the informal meeting of the ad hoc working group on mandate implementation review of the UN80 Initiative, Surendra Adhana, Counsellor shared the following:

➡️ UN structures and mandate landscape must reflect contemporary realities to ensure effective response to current and future challenges. The mandate review process must extend to UN’s all principal organs, including Security Council.

➡️ Relevance and impact should be the core criteria for decisions on the renewal, adaptation, or retirement of mandates. Additionally, reaffirmation of the consent of the host government should be included as one of the criteria to decide on mandates’ future.

➡️ Any review mechanisms should be anchored in evidence and data to ensure informed decision-making. Welcomed clustered and collective review mechanisms.

➡️ Mandates that continue to receive resources for decades without producing any tangible impact on the ground should be retired.

➡️ Perpetuating mandates, notwithstanding empirical evidence to the contrary, will undermine UN80’s objectives on enhancing efficiency and effectiveness of the UN. by @indiaatun

First Secretary Bhavika Mangalanandan participated in the Interactive Dialogue in the Third Committee on human rights to a clean, healthy and sustainable environment. She made the following points:

➡️ Appreciated the recognition accorded to Nagaland’s multi-year parametric insurance as a step toward closing disaster-financing gaps and protecting vulnerable communities.

➡️ Outlined other initiatives underway in 🇮🇳 such as development of a National Adaptation Plan, development of climate-resilient agricultural technologies, mechanisms for water conservation and groundwater recharge as well as Mission LiFE which places individuals and communities at the centre of climate action.

➡️ Underscored that implementation of climate adaptive and mitigation measures must respect national circumstances; while obligations must rest on the principles of equity and common but differentiated responsibilities. by @indiaatun
