Yes, that’s exactly why. Don’t take our word for it, see for yourself. Above left is page 57 section 2141 of the Democrat’s proposed funding bill. They want to repeal Subtitle B of Public Law 119-21 (known as the “Big Beautiful Bill”). Above right is Subtitle B of Public Law 119-21, which their proposal repeals. Take a look at section 71109. The Big Beautiful Bill blocks alien Medicaid eligibility. Their proposal repeals this along with many other fraud reduction measures. They would rather our military go without pay than lose taxpayer funded healthcare for illegal aliens.
