Participation gaps seldomly appear all at once.

Most times, the earliest signs of disengagement are already embedded within the systems, policies, records, and decisions we’ve grown accustomed to accepting without any further inquiry.

This week’s Civic Signals follows legislation moving specifically through California and New Jersey, with implications for future education and workforce participation that may extend far beyond either state.

A legislative definition can determine who is protected before a policy is ever enacted.

This week’s Civic Signals examines legislation that affects employee classification, public works qualifications, health-plan contributions, construction reporting pay, personnel records, and even Title IX compliance.

If new legislation inherently defines who it covers, then who among us should be expected to understand it, and who should ultimately be accountable for how it is administered?

Civic education can exist, and still be ephemeral.

This question has since stayed with me:

What allows civic knowledge to survive the introductions and become embedded civic behavior?

For me, the answer is embodiment.

I unpacked that idea in my latest essay, “Exceeding the Ephemeral: Why Civic Education Must Embrace Civic Embodiment,” now published in The Presence Papers.

Orientation within an organization is not simply awareness of what exists. It is understanding your position within it. And aligning your responsibility because of it.
One of the most common orientation gaps showing up right now is the role vs identity gap. People are performing, but they’re not aligned with who they are while inside the role.

When continuity isn't defined internally, inconsistency becomes normalized externally.
