On 29 September, EU negotiators met for the sixth time on Chat Control 2.0, the regulation on child sexual abuse online. There was no final deal.

They did reach a provisional agreement on two points: rules for detecting abuse material in public content, and the tasks of the new EU Centre. But that only holds if they agree on everything else too, and the ā€œeverything elseā€ is the part that matters most: what happens to our private messages.

On that, governments and Parliament are still far apart. The Council would allow detection to target ā€œspecific parts of a serviceā€. Parliament’s position is that only people under reasonable suspicion should be targeted, with a judge’s authorisation. Nobody has decided yet who would sign off on it.

Then there’s encryption. End-to-end encryption is what apps like WhatsApp and Signal use: a message is locked on your phone and only unlocked on the phone of the person you’re writing to. Not even the company running the service can read it in between. Scanning those messages would mean looking at them before they’re locked, on your own device. According to reports, both Parliament and governments now reject that. It’s good news, but it won’t be certain until the final text is signed.

Technical talks are continuing, and no date has been set for the next round. I’ll keep following it and post updates here.
Protecting children and protecting privacy are not at odds. When a law makes them collide, the problem is the law.

2010. PayPal blocks donations to #WikiLeaks. Visa and Mastercard follow suit shortly thereafter. #Assange continues to report, but no one can support him financially anymore. And this is where #Bitcoin enters the story.

Someone in the small community at the time suggests that WikiLeaks accept them as payment. Satoshi is concerned about the attention this might bring to Bitcoin, but he can’t stop it. He can only ask. Because Bitcoin has no CEO, no headquarters, and no central server. No one can unilaterally block a mathematically valid transaction. Even today, authorities around the world freeze bank accounts. This year, Tether froze $344 million in USDT. Being ā€œon-chainā€ does not equate to being #censorship #resistant.

Only Bitcoin is capable of being so, to the point of raising an unprecedented question: does it really make sense that, in a global financial system, there is anyone capable of unilaterally blocking a transaction? And this applies to Assange and activists around the world, but also to criminals and anyone we may not like.

The Bitcoin protocol is censorship-resistant, and if I had to choose, I would define this characteristic as the most important one. But this does not mean that all of us are uncensorable to the same degree. by @melaviola27

ā€œA line in the sandā€ is nothing more than the limit we draw on our willingness to accept rules and behaviors we consider unjust, even when holding that line means making hard choices.
You don’t choose Bitcoin because it’s easier.
You choose it because it’s right.

E quindi?

E quindi, ci vediamo al Bitcare Forum per lo speech di @melaviola27. taken in Brescia - Italia by @melaviola27

Every #surveillance system in history was built for a good reason. None of them stopped there.

Today, the EU begins its final negotiations on #ChatControl, and the threat to your #privacy isn’t over. Mandatory scanning of encrypted messages? Off the table, but the Council is still pushing for mandatory identity verification to use messaging apps, including end-to-end encrypted ones.

Privacy is not a tool for hiding wrongdoing.
It is a necessary condition for free thought, free expression, and free relationships.
The real question isn’t only whether to monitor private communications. It’s what kind of digital society Europe wants to build.

But Europe is its citizens. This question belongs to us. We can’t keep outsourcing centuries of hard-won civilization. One ā€œnecessary exceptionā€ at a time. by @melaviola27
