Our families should not be taxed off the lands they have held for generations.

For generations, Kauaʻi families have cared for their ʻāina, raised their keiki here, and passed their homes and lands from one generation to the next. But as land values have skyrocketed around them, so have property tax assessments, creating increasing pressure on longtime kamaʻāina families to sell land they never intended to sell.
That is why I introduced Bill 3008, the Kauaʻi ʻĀina Kūpuna Bill.

This bill is a modest but important first step toward protecting generational land ownership on Kauaʻi. It would allow qualifying families who can trace continuous family ownership of their property back to before Statehood in 1959 to dedicate that property as ʻĀina Kūpuna and receive a minimal, fixed property tax for a 10-year period.

The idea is simple: families should not lose generational land simply because the land around them became extraordinarily valuable.

We know this measure will not solve every challenge facing our local and Native Hawaiian families. Housing costs, inheritance issues, fragmented ownership, estate planning, rising insurance and the overall cost of living all contribute to the loss of generational lands. But property taxation is one area where County government has the ability,and responsibility, to look for solutions.

Bill 3008 comes before the Kauaʻi County Council for its first hearing this Wednesday, September 30.

I would deeply appreciate hearing from families who have experienced this pressure and from community members who support protecting generational land ownership on Kauaʻi.
