Attending the FIFA Law Annual Review (FLAR) 2026 in Budapest, Hungary was a timely and intellectually rewarding experience for any practitioner operating at the intersection of sport and law.

Across two intensive days, the programme addressed some of the most consequential legal developments shaping the modern game.

Day 1 focused heavily on the European regulatory landscape, particularly the implications of recent rulings of the Court of Justice of the European Union on FIFA’s regulatory framework. Discussions examined the impact of the Diarra decision on the FIFA RSTP, the interaction between EU law and the CAS system, anti-doping jurisprudence, and recent leading cases from the Court of Arbitration for Sport. The sessions reinforced the increasing intersection between sports regulation and supranational legal systems.

Day 2 shifted toward practical and global perspectives - including international transfers in South America, strategic considerations in player transactions, sporting succession under FIFA rules, and recent decisions of the Swiss Federal Tribunal on CAS awards. The Review concluded with a forward-looking roundtable on football in 2026, examining structures, regulatory enforcement trends, and emerging CAS jurisprudence.

What stood out was the clear trajectory toward greater regulatory scrutiny, contractual precision, and procedural sophistication. Football law is no longer confined to sporting bodies; it now operates within a complex matrix of international arbitration, domestic courts, and governance reforms.

The 2026 edition reaffirmed a simple reality: the global game is evolving rapidly, and so must the legal frameworks, and practitioners, that sustain it. Glad to have been part of this Edition.

During the recent FIFA Football Law Annual Review 2024 held in Tokyo, Japan, I had the privilege of presenting a proposal that addresses a significant challenge faced by young football talents, particularly in Africa. In my submission, I advocated for an exemption within the FIFA Regulations on the Status and Transfer of Players (RSTP).

As it stands, FIFA RSTP strictly prohibits the international transfer of players under the age of 18, with a few narrow exceptions. This regulation aims to protect young players from exploitation and ensure their well-being. However, I propose that players aged between 16 and 18, who have represented their country at any tier of national football, should be granted an exemption from this prohibition.

This proposal will go a long way to benefit the development of talents in Africa.. Europe already enjoys the exemption for players aged 16 and below 18 as members of EU/EEA have freedom of movement.

The FIFA Clearing House regulations (FCHR) had the potential to be a game changer if it had been properly tested before its launch in 2022. Unfortunately, it has not benefited Africa as intended. At the FIFA Football Law Annual Review in Tokyo, Japan earlier this year, I highlighted the need for modifications to ensure the regulation achieves its objectives.

PCN Sportiva LP Managing Counsel and International Sports Lawyer, Pius Ndubuokwu, Esq. @ndubuokwupiusc, represented the firm as a Guest Speaker, Panelist, and Participant at the Africa Football Agents Association Conference held in Praia, Cape Verde.

At the conference, he delivered a presentation on “The Role of Football Agents in Ensuring Compliance of Grassroots Football Clubs: Training Rewards under the FIFA RSTP & FIFA Clearing House Regulations.”

In his presentation, Pius Ndubuokwu emphasized that while Africa continues to produce extraordinary football talent, many grassroots clubs still lose out on training compensation and solidarity payments due to poor documentation, inaccurate player registration records, and lack of compliance with FIFA regulatory requirements.

Using the Nicolas Jackson transfer case as a practical example, he highlighted how errors and omissions in player registration history and sporting passport processes can lead to significant financial losses for training clubs despite their role in developing elite players.

He further noted that football agents must evolve beyond transfer negotiations to become compliance facilitators, governance actors, and protectors of grassroots football economics by ensuring proper player registration, monitoring Electronic Player Passports (EPP), preserving documentary evidence, and guiding clubs through FIFA Clearing House compliance processes.

PCN Sportiva LP remains committed to advancing sports law, football governance, regulatory compliance, and the protection of grassroots football development across Africa. taken in Praia, Cape Verde by @ndubuokwupiusc

At the African Football Agents Conference in Praia, Cape Verde, PCN Sportiva LP Managing Counsel, Pius C. Ndubuokwu @ndubuokwupiusc, delivered a presentation on the critical role football agents play in protecting grassroots football clubs through compliance with FIFA regulations.

Using Nicolas Jackson’s transfer as a case study, the presentation highlighted how many African clubs lose millions in Training Compensation and Solidarity Contributions due to poor documentation, incomplete player registrations, defective Electronic Player Passports (EPP), and lack of compliance awareness.

The session emphasized that in modern football, talent alone is no longer enough - compliance determines entitlement. Football agents must evolve beyond transfer negotiations to become compliance facilitators, regulatory advisors, and protectors of grassroots football economics.

“In the last 5 years, over $100 million has come into Africa as Training Compensation and Solidarity Contribution, but Africa has lost four times more due to lack of knowledge, due diligence, and compliance by training clubs.” - Pius C. Ndubuokwu @ndubuokwupiusc
