A BIG WEEK FOR OXPD!

It was a week of celebrations, new beginnings, and well-earned accomplishments for the Oxnard Police Department.

On Wednesday, we gathered for our bi-annual Employee Recognition Ceremony, where we welcomed new members of the OXPD family, celebrated employees who earned promotions over the past six months, and watched eight of our newest Police Officers take the Oath of Office.

Congratulations to our recently promoted employees:
Assistant Chief Edgar Fernandez; Commanders Jose Velazquez and Jaime Miranda; Sergeants Manuel Perez III and Steven Ramirez; Corporals Hugo Garcia, Jared Schacher, Roque Rivera, Oscar Toraya, Andrea Mora, Timothy Eglin, Steve Eckman, Ivan Sanchez and Joseph Clarke; Community Service Officer Sabrina Rivas; and Senior Records Technician Delilah Juarez.

We were also proud to welcome and recognize 15 new professional staff members who have joined our team in Dispatch, Records, Property & Evidence, Administrative Services, Traffic Services and Crossing Guard operations.

Chief Jason Benites administered the oath of office to our newest Police Officers: Joshua Hargraves, Thomas Barrios, Roberto Cruz, Chad Damron, Isaac Flores, Vanessa Juarez, Jason Mahler and Jessie Montesinos.

Then, just two days later, came another milestone. On Friday, September 25, members of Ventura County Criminal Justice Training Center Academy Class 2026-1 walked across the stage at the Thousand Oaks Civic Arts Plaza after completing months of demanding academy training.

Special congratulations to officer Vanessa Juarez, who was awarded the Personal Traits Award, which is presented to the recruit who has excelled in areas of maturity, bearing, tact, and leadership.

From employees taking their first steps with our department, to those stepping into new leadership roles, to a new generation of officers beginning their careers — this week was a pretty special reminder that the future of OXPD is already here.

E-BIKE & ELECTRIC MOTORCYCLE SAFETY

The Oxnard Police Department is asking parents, guardians, and our entire community to help educate young riders about the dangers of operating e-bikes, electric motorcycles, and other high-speed electric vehicles in an unsafe or reckless manner.

Electric motorcycles and high-speed electric vehicles are not toys. They can reach dangerous speeds very quickly, and unsafe riding can put riders, pedestrians, bicyclists, and motorists at risk of serious injury or death.

This message is especially important because the vast majority of our traffic collision fatalities this year have involved vulnerable roadway users, including pedestrians, bicyclists, e-bike riders, and motorcyclists. These tragedies are a reminder that everyone has a role in making our roadways safer.

Our officers are also continuing proactive traffic enforcement throughout the city. During a recent Street Racing Enforcement Detail, six motor officers and one Traffic Service Assistant were deployed citywide. Their efforts resulted in 35 citations and one misdemeanor arrest.

Enforcement is only part of the solution. Education starts at home, and we need our community’s help. Please talk with your children about responsible riding and the potentially life-changing consequences of reckless behavior.

On September 16, 2026, Dispatch Supervisor Miguel Garcia completed the Sherman Block Supervisory Leadership Institute (SLI).

He graduated with Class 569, a group of 21 leaders selected from police agencies across California. Miguel was the first Dispatch Supervisor from the Oxnard Police Department to attend SLI. The training began in February 2026 and concluded in September 2026. The training required students to read 13 books, write 19 papers, and complete an adaptive leadership project; they also had to attend class 3 days a month for 8 months.

Miguel says this about his experience in SLI: “SLI has been the single most effective leadership course I have had the privilege of attending in my 22 years at the Oxnard Police Department. I will be forever grateful that SLI was expanded to include the dispatch supervisors as part of the cadre, and I am proud to have been part of it.”

NATIONAL I.T. PROFESSIONALS DAY

Today, we’re giving a well-deserved shoutout to the City of Oxnard I.T. professionals who help keep the Oxnard Police Department connected, secure and running every day.
So much of modern policing relies on technology — computers, networks, software, mobile devices, cameras and countless systems working together behind the scenes. And when something isn’t working the way it should, we know exactly who we’re calling.

Our dedicated I.T. team works alongside our personnel to troubleshoot problems, maintain critical systems, keep our technology secure and make sure we have the tools we need to serve our community.

Much of their work happens behind the scenes, but its impact is felt throughout our entire department.

On National I.T. Professionals Day, we simply want to say THANK YOU to our City of Oxnard I.T. team for your expertise, patience, problem-solving and continued support of the Oxnard Police Department.

Long before many of the opportunities available to women in law enforcement today even existed, women were already an integral part of the Oxnard Police Department.

Photographs preserved from our Department’s early history show women proudly wearing the OXPD badge and uniform alongside their colleagues. Their roles may have looked different from those of the women who serve today, but they were part of the foundation upon which generations of women at OXPD would continue to build.

Over the decades, women have served our Department and community in countless capacities — as officers, detectives, dispatchers, professional staff members, supervisors, specialized-unit members, commanders, command staff managers, and even as Chief of Police.

Today, on National Police Woman Day, we join law enforcement agencies around the world in honoring all women in policing — those who came before, those wearing the badge today, and those who will follow in their footsteps.

The uniforms have changed. The opportunities have grown. The generations have passed... but women have long been woven into the history, culture, and future of the Oxnard Police Department.

To the women of OXPD, past and present — and to women serving communities everywhere — thank you for your service, your leadership, and the path you continue to create for those who come next.

As we remember the 25th anniversary of September 11, 2001, we honor the nearly 3,000 lives lost and the countless heroes who ran toward danger to help others.

Today, we also want to recognize the first responders here in our own community. To the men and women who put their lives on the line every day, often without recognition or thanks, we see you, we appreciate you, and your lives matter to us.

To our law enforcement officers, firefighters, dispatchers, paramedics, emergency medical personnel, and all those who serve when others need help most, thank you for your courage, sacrifice, and dedication.

We may not say it enough, but thank you for all that you do.

We remember. We honor. We will never forget. 🇺🇸

— QR SCAMS —
QR codes have become part of everyday life. We use them to pay for parking, view menus, buy tickets, make payments and access websites.

Unfortunately, scammers use them too.

The Federal Trade Commission recently warned consumers about a simple scam that’s easy to overlook: criminals placing fraudulent QR-code stickers over legitimate QR codes, including those found on parking meters and other payment locations. Scan the fake code, and you could be directed to a convincing-looking website designed to steal your payment or personal information.

Before you scan a QR code in a public place:
- Look at it first. Does it appear to be a sticker placed over another code? Does it look tampered with?
- Check the website before continuing. Make sure the address looks legitimate before entering any information.
- Don’t let urgency rush you. A message demanding immediate payment should always earn a second look.
- When in doubt, go directly to the organization’s official website or app instead.

And here’s a good general rule for avoiding scams in 2026:
If something wants your money, your password, or your personal information — give it an extra ten seconds of your attention.
Those ten seconds could save you a whole lot of trouble.
