BEND, OREGON | Still Here

In a classroom where so much was lost on Thursday, two people are still fighting their way back.

Saylor is 7. Her family calls her feisty and loving, a little girl with a fierce will to thrive. She'd already faced more medical challenges in seven years than most people face in a lifetime. On Thursday she was shot in the jaw and airlifted out of Bend, while her mom and dad tried to understand how their baby's school day had turned into this.

Today, police say she's in serious but stable condition.

Stable. After everything, that one word is something to hold onto.

Becky Drury is 54. She's a teacher in that classroom, the kind of person who spends every day caring for kids who need a little extra patience and a lot of love. She was shot in her left arm and right hand. She's already been through surgery, and more are ahead.

Her husband, Will, shared the words every family in that building was praying they'd get to say:

"The good news is she will be ok and we all get to keep that magnificent woman we love so much in our lives."

Four families didn't get that. Rhoam's didn't. Megan's didn't. Two more families, who have asked for privacy, didn't either.

So today, Bend holds two truths at once. The grief is unbearable... and there's still hope in a hospital room for a little girl and a teacher who are still here.

Минздрав планирует расширить доступность базовых медицинских услуг и разрешить незастрахованным гражданам бесплатно проходить обследования в поликлиниках. Но как эта инициатива выглядит на практике для самих медорганизаций?

В эфире программы «Дневной формат» основатель Medical Management Group Лейла Ишбаева подняла острый вопрос финансирования таких пациентов:

Самостоятельный плательщик отдает по системе ОСМС 4 250 тенге в месяц.
Поликлиника за незастрахованного будет получать всего около 382 тенге в месяц (или примерно 4 500 тенге в год).
Базовый набор обследований, по тарифам самого Минздрава, стоит около 8 266 тенге (а в частных клиниках — от 55 000 до 100 000 тенге).

Получается колоссальный финансовый разрыв: годовое финансирование поликлиники на одного такого пациента не покрывает даже разовый базовый набор анализов по гостарифам. А ведь обращений за год может быть несколько по самым разным поводам.

Главный вопрос, который остаётся открытым: как будет компенсироваться эта разница и не приведет ли погоня за «доступностью на бумаге» к коллапсу на местах?
