Согласно схеме разграничения балансовой принадлежности и эксплуатационной ответственности, повреждённые тепловые сети не находятся на балансе ГКП «КЖСА». Машину удалось извлечь с помощью эвакуатора управления дорожной полиции Актау. На предприятии пояснили, что, поскольку повреждённые тепловые сети не находятся на их балансе, вопрос о материальной ответственности не относится к их компетенции.
