A US government contractor has been arrested for allegedly leaking classified information to his girlfriend, an author and independent journalist writing on Substack.

According to a press release by the Department of Justice, FBI agents arrested Ian Brinksman on October 23rd, 2026, as well as searching his home. Brinksman worked as a government employee in Northern Virginia between 2020 and September 2022 before taking a job as a developer for systems integration with a contracting company which provided services to CIA.

According to an FBI affidavit, Brinksman received a call from his girlfriend while at work on March 11th, 2026. That same morning, he accessed classified information online, then stepped outside the office for approximately eight minutes (possibly to use his cell phone outside the building). Later that day, an article containing similar information to what he accessed appeared on her Substack page. The affidavit documents four other similar series of events occurring between May and October 2026.

Although the Department of Justice identified the journalist only as “Individual 1”, the New York Post matched several quotes in the affidavit with articles appearing on the Capital & Empire Substack publication, founded and edited by Aída Chávez (pictures 3-4). According to her Substack biography, she previously served as The Nation’s D.C. correspondent and covered Congress for The Intercept.

In November 2025, prior to any of the alleged leaks, Brinksman sent an unclassified email to a friend stating, “The lady I’ve been seeing is a journalist and recently went independent. So I’ve been helping her get that off the ground. Her venture focuses on foreign policy. So, I’m getting a surprising amount of enrichment/fulfilment from working on that.”
