Protesters get hit. An inquiry is ordered. No one is held responsible.

Political philosopher Hannah Arendt called this the “banality of evil”. It isn’t villains, it’s ordinary people saying:

The constable: “I followed orders.”
The inspector: “I executed the order.”
The magistrate: “I acted on reports.”
The politician: “The local administration acted independently.”

Everyone is a cog, so no one is responsible. Arendt’s point in On Violence is that a government that orders a baton charge against its own citizens isn’t showing strength. It’s admitting political bankruptcy. Real power is citizens acting together.
