The US’ Immigration and Customs Enforcement (ICE) agency is reportedly planning a $100 million domestic surveillance programme that intelligence experts and civil liberties advocates warn could construct an internal spying apparatus targeting political opponents, alongside immigrant communities.

According to federal procurement documents released online, ICE is fast-tracking a programme titled Enforcement and Removal Operations Overwatch and National Security Enforcement, or ERO ONE.

The programme will deploy 142 intelligence agents across 25 major US cities, with contractors tasked with conducting deep “network, link, and relationship” analyses on designated individuals.

Rather than investigating isolated targets, agents will map out complex personal networks, researching targets’ families, household members, friends, colleagues, and daily acquaintances.

“It looks dangerously like the construction of an internal spying agency,” said Jay Stanley, a senior policy analyst with the American Civil Liberties Union (ACLU), in comments to the American Prospect.

Michael Wriston, the founder of ICE watchdog group Project Salt Box, said ERO ONE will target political enemies too.

“We’ve seen this time and time again. It’s the imperial boomerang,” said Wriston, a former military intelligence analyst.

“These are the kinds of things that happened in Afghanistan, Iraq, Yemen, Syria, for years,” he told the American Prospect.

“No one is safe. No one,” Wriston emphasised.

“I saw hacksaws, chainsaws, axes, and machetes. Everything was covered in blood.”

Ukrainian military medic Yuriy Armash spent more than a year in Russian captivity, including in a torture facility established by Russian occupiers inside a police station in Nova Kakhovka.

His testimony is horrifying.

Russian FSB officers tortured him with knives, pierced his neck with an awl, and electrocuted him using a military field telephone until he screamed.

As a medic, he was also forced to treat civilians who had been brutally beaten by Russian soldiers. He witnessed broken limbs, severe head injuries, and rooms filled with blood-covered torture instruments.

Russian occupiers even cut tattoos they disliked from prisoners’ bodies or burned them off.

Women were separated by age, taken from their cells at night, and raped.

One of the victims was a 14-year-old girl.

Armash noticed that she was bleeding and asked whether Russian soldiers had raped her. She silently lowered her head. After he promised not to tell anyone, she answered, “Yes.”

This is what Russian occupation looks like.

This is why Ukrainians are fighting. This is why surrendering Ukrainian territory to Russia is not peace.

For millions of Ukrainians, it is a matter of life and death.
