Since there’s a padlock in the back of it, perhaps you could go to a store and check out a padlock with a weight that feels fitting and try it on? That way it could help distribute the weights more evenly

if you have upholstery foam it will fill up the extra space not add more weight make it more comfortable to wear as well! need any help feel free to reach out this is awesome! i wanna make one myself some day!

Battery bank on the back for counter weight? One big one, or a couple smaller ones, etc.
