The Trump Administration’s National Park Service says state safeguards, including permits and minimum distances from trails and homes, are enough. Critics warn baiting teaches bears to associate people with food, putting both bears and visitors at risk.

Humane World for Animals, which has previously fought the practice in court, is weighing another legal challenge.
