Then see how quick things change as at the moment your utility bills will be getting higher with the extra person who is paying nothing. Time to take action.

Is this a shared apartment/home or is it yours? Time for a serious discussion with the roommate. They don’t get to take over and her not pay her share. Get a backbone and stand up for yourself.
