After a sweep, the weeks that follow are some of the hardest in outreach work.
People who were close to accepting help are gone. Their phones are gone. Their documents are gone. Sometimes City Relief never hears from them again.
An outreach worker's relationship with someone living on the street is one of the most fragile and valuable things in the entire system.
It is built over months of showing up, learning someone's name, earning enough trust that they are finally ready to take a next step.
A sweep destroys that in an afternoon.
Clearing a space is not a solution. It is a disruption that pushes people further from the help they were just beginning to reach for.
