..It was never so simple over the first decades of independence that the government was economically enfeebled and the Church benevolently stepped in to fill in the gaps in welfare provision. The Pope had decreed in 1931 that the proper place of government was to subsidize the Church in the managing of moral and spiritual affairs. In the view of those in power, the huge Church influence over social and political matters was as it should be. by @party_robust
