Santa Barbara’s marine layer, straight from the weather archive in Pilot EFB. At the foot of a station’s METAR, tap 30-day history: every report of every day, coloured by flight category. Thursday was LIFR all night and VFR at 16:53Z. Then open the TAF history for the same day and read the forecast issued the night before: sky clear from 16:30Z.

What was observed, and what was forecast, side by side. You draw the conclusion.

That blurry map under your NOTAMs is an aviation chart.
