Yesterday we held the inaugural People’s Cup with over 200 people. Congrats to Cuba who won the rec league and Colombia who won the competitive league. In 2025, with the ACDC lease in the 3rd of 4 years, we reflected on the impact it had - far from delivering humanitarian relief, it expanded fulton's carceral footprint and much preventable harm continued to occur.

The culpability for this carceral disaster extends beyond the Mayor and sheriff, who once again are the primary proponents of maintaining more jail space, to the actions of policing agencies, the DA's office, and the judiciary.

Atlanta is about to make a $68 million decision about the future of incarceration—and we need to ask some serious questions.

The Atlanta City Detention Center was once supposed to represent something different.

In 2018, Atlanta worked with community advocates to eliminate cash bail, invest in diversion, and create a task force to close ACDC and transform it into a Center of Equity and Wellness.

That was the vision.

But in 2022, Mayor Andre Dickens pivoted away from that vision and agreed to lease hundreds of beds at ACDC to Fulton County.

And now, with that lease ending, the proposal is reportedly to sell ACDC to Fulton County for $68 million.

We’re being told this will help address jail overcrowding.

But Fulton County’s jail system remains overcrowded—and Fulton already struggles to adequately staff the facilities it operates.

So here’s the question:

How does buying another jail building solve a staffing, treatment, and incarceration problem?

What happens to the city’s existing correctional budget?

Where does that $68 million go?

How much will Atlanta pay Fulton County to house people in custody?

And most importantly—what happened to the promise of a Center of Equity and Wellness?

Because that vision wasn’t created by politicians.

It was created through the work, imagination, and organizing of Black women, community advocates, and Atlanta’s civil society.

The question isn’t simply whether Atlanta should sell a building.

The question is whether Atlanta is selling off a different vision for public safety—and replacing it with more incarceration.

Before we make a 50-year decision, Atlanta deserves a public conversation about what we’re actually building for the next generation.

since its construction for the 1996 olympics, the atlanta city detention center has existed as the rug the city sweeps the poor under.

in 2018 the city and community advocates began a process to re-envision and close the jail, breaking with its cruel and racist legacy.

now atlanta is poised to discard that vision and double down on mass incarceration in the name of jail overcrowding.

the people who dedicated their time, expertise, energy and trust to the process of closing the jail deserve answers. by @playfairatl

The future of the Atlanta City Detention Center is about whether our city will choose dignity, care, and accountability—or deepen investments in systems that have historically harmed vulnerable communities.

As talks continue over transferring ownership of the facility to Fulton County, we are raising concerns about documented humanitarian violations connected to ICE detention practices during the years Atlanta’s jail was used to detain immigrants. Families experienced separation, people reported inhumane conditions, and advocates fought to expose the harm caused by a system that treated detention as a solution.

This cannot be ignored.

Expanding detention is not the future our communities asked for. Atlanta can choose a path that values transparency, safety, and belonging for all people. Our communities deserve care, not cages.

August 2022, one week before Atlanta passed legislation leasing the Atlanta City Detention Center to fulton county for four years, @communityovercages offered our analysis, advice, and concerns.

We knew that this would simply enable fulton's carceral dysfunction, and that there were a myriad of other actions fulton could take to reduce their jail population.

Far from a humanitarian intervention - the direct, opportunity, and ideological costs have been enormous.

We do not care that we were right (and remain so) - we care about politicians breaking their promises, about the resources that were lost that could have gone to medical care and housing, about the preventable suffering and premature death this jail continues to contribute to.

Lets not make the same mistakes in 2026 that were made in 2022.

In 2019, the City established a task force to create a community-driven vision for transforming the Atlanta City Detention Center into a facility that would better serve Atlanta residents. That visioning process was not created by elected officials or consultants, it was shaped and led by formerly incarcerated Black women who brought lived experience, expertise, and a deep commitment to their communities.

Alongside directly impacted individuals, advocates, service providers, and subject matter experts, task force members invested countless hours researching solutions, engaging community members, and developing recommendations for the future of the facility.

Yet today, decisions about the jail are moving forward without meaningfully centering the very people who built that process and whose lives are most impacted by incarceration.

A community-led process cannot be celebrated when it begins and ignored when final decisions are made. If Atlanta is committed to transparency, accountability, and community ownership, justice-impacted people must remain at the center of these conversations.
