City of Portland employees work in our neighborhoods every day to keep our city running. But it is not common for a City of Portland worker to ask to enter your home or business without an appointment. When City employees do need to enter a home or business, it is usually at the request of the property owner and scheduled in advance. It is also not common for a City of Portland worker to ask you to exit your home. We want Portlanders to feel safe and secure when interacting with City employees. Information below will help you recognize City employees and know what to expect when they visit your property. If you aren't sure, do not open the door. Call 3-1-1 to better understand why City of Portland employees might be in your area. They are available 7 days a week. Dialogue Liaison Officers: Building bridges in the heart of Portland. Meet Officer Ruch and Sergeant Ismail — Dialogue Liaison Officers (DLOs) with the Portland Police Bureau. In addition to their regular patrol duties, they take on the unique role of connecting with community members during events and demonstrations. Their goal is simple: communication, understanding, and safety for everyone. DLOs wear white shirts so they’re easily identifiable — they’re full sworn police officers, but their focus is on dialogue, not enforcement. Whether it’s helping resolve tensions before they escalate or just listening to people’s concerns, DLOs work to build trust and ensure everyone’s First Amendment rights are protected. As Officer Ruch says, “You might see us at a protest today, and a year from now responding to a robbery. Our job is to help everyone — no matter what.” by @portlandgov

Have you ever wondered what your City of Portland utility bill pays for? (Spoiler: it’s more than just drinking water.) Our water systems are complex and aging. We and the Bureau of Environmental Services repair and maintain more than 5,000 miles of pipes, thousands of green streets, over 100 pump stations, over 190,000 water meters, and much more. Behind all that infrastructure are around 1,160 employees who work hard to make sure our water systems are reliable for generations to come. On very hot days, waste collection may start earlier than usual for the safety of collection drivers. Residential customers should set garbage, recycling, and compost bins out at the curb the night before. On Wednesday, July 22, collection may start as early as 5 a.m. to protect the health and safety of waste collection drivers. Visit the City’s website for more information.
