FOR IMMEDIATE RELEASE
October 5, 2026
Rep. Cavitt’s plan to protect vulnerable children signed into law by governor
State Rep. Cam Cavitt today praised the governor’s signing of his legislation that will strengthen protections for children being transported to residential treatment programs.
“Today, the state of Michigan is drawing a firm line to protect some of our most vulnerable,” said Cavitt (R-Cheboygan). “A difficult situation for a child should never be made more traumatic by the way they are transported. We have established clear expectations for transportation providers and given parents greater assurance that their children will be treated appropriately from the moment they leave home.”
House Bill 5514 strengthens protections for children transported to residential youth treatment programs by prohibiting abusive transportation methods. It also prohibits companies from picking up children for transport in the overnight hours between 9 p.m. and 6 a.m., helping ensure vulnerable youth are transported under safe and appropriate conditions.
“Every child deserves dignity and compassion, especially when they are in crisis and seeking care,” said Paris Hilton, founder of 11:11 Media Impact. “As a survivor of abusive youth transport, I know how terrifying these practices can be, and I have heard that same pain in the stories of Michigan advocates. By signing HB 5514, Governor Whitmer is protecting vulnerable young people from lasting trauma. I am deeply grateful to Governor Whitmer, Representative Cavitt, and the survivors whose courage made this progress possible.”
“This is about accountability,” Cavitt said. “If a company is entrusted with transporting a child, that responsibility comes with a clear obligation to put that child’s safety first. Parents deserve to have confidence that the people handling these transports are following standards designed to protect their children.”
Cavitt emphasized that the legislation received strong bipartisan support in both the House and Senate, reflecting a shared commitment to improving safeguards for vulnerable youth. by @repcavitt

Rep. Cavitt, Paris Hilton celebrate Senate vote on plan to protect Michigan children

State Rep. Cam Cavitt today praised the Michigan Senate’s passage of his bill that will protect children from inhumane transportation methods to residential treatment programs.

“This is a major step in ensuring that Michigan’s children are treated with dignity and respect, especially during what can already be an incredibly difficult and frightening transition,” said Cavitt (R-Cheboygan). “Parents should be able to trust that when their child is being transported to receive behavioral treatment, that child is safe and protected from unnecessary and outright dangerous restraint practices. A child should never have to experience a simulated kidnapping in the name of self-betterment. These methods are cruel, and we’re putting a stop to them.”

House Bill 5514, introduced by Cavitt, strengthens protections for children transported to residential youth treatment programs by private transportation companies. The legislation prohibits transportation providers from using blindfolds, hoods, handcuffs, chains, or other restraints on children during transport. It also prohibits companies from picking up children for transport between 9 p.m. and 6 a.m., helping ensure these vulnerable youth are transported under safer and more appropriate conditions.

“Today’s overwhelming Senate vote makes clear that Michigan will not tolerate abusive youth transport practices,” said Paris Hilton, founder of 11:11 Media Impact. “I am incredibly grateful to Representative Cavitt for his leadership and to every survivor who courageously spoke out to make this progress possible. HB 5514 will create protections for young people and families at one of the most vulnerable moments of their lives. I urge Governor Whitmer to sign this bill into law and make Michigan a safer place for children seeking care.”

HB 5514 now heads to the governor’s office for final approval. by @repcavitt

Rep. Cavitt introduces plan to protect lake sturgeon, increase penalties for poaching
State Rep. Cam Cavitt this week introduced legislation to protect Michigan’s lake sturgeon.
“Michigan’s lake sturgeon are a living piece of our state’s natural history, and we have a responsibility to protect them,” said Cavitt (R-Cheboygan). “When someone illegally takes one of these fish, the consequences must reflect the seriousness of that violation. Increasing the maximum penalty gives law enforcement and the courts a stronger tool to deter poaching and protect this magnificent species for future generations.”
House Bill 6409 would increase penalties for illegally taking or possessing lake sturgeon in the state of Michigan.
“This legislation is sadly needed,” Cavitt said. “In July, the Michigan DNR launched an investigation after a six-foot sturgeon was found dumped on a road in Muskegon County. Unfortunately, the poacher was never brought to justice. By increasing the penalty, we’re sending a clear message that we are going to hold perpetrators accountable.”
Lake sturgeon are native to Michigan and belong to an ancient family of fish that dates back approximately 136 million years. They have long lifespans and are slow to reproduce, with some individuals living for more than a century, and females often requiring decades to reach sexual maturity. Michigan has listed lake sturgeon as a threatened species since 1994, and state, tribal and federal partners continue restoration and rehabilitation efforts.
“Poaching should never be viewed as a victimless violation,” Cavitt said. “Every mature sturgeon represents years, even decades, of growth and a potential contribution to the next generation of fish. We need our penalties to recognize the value of these animals and provide a firm deterrent against harming them.”
HB 6409 was referred to the House Committee on Natural Resources and Tourism for further consideration. by @repcavitt

Thankful for the 250+ people who showed up to the Grant Twp. Northern Waters Solar Park Public Meeting last night💪

This project is another example of why local control matters. In 2023, Michigan Democrats passed Public Act 233, taking away local control over large-scale wind and solar projects and shifting siting authority to the state.

I voted no on PA 233 because I believe decisions about the future of our rural communities should be made by the people who live there, not bureaucrats in Lansing.

We need to protect our farmland, our rural character, our property owners, and the quality of life that makes Northern Michigan such a great place to live. by @repcavitt
