**🦠 Food Safety: Funding Cuts, Rising Imports & Illness — A Timeline**

**2025: Budget & Inspection Cuts Begin**
- CDC funding was cut roughly in half for FY2026, with food safety a tiny slice of the overall HHS budget request.
- About 1,300 CDC staff were fired (600 permanently), including outbreak investigators. FDA staffing fell 22% by 2026 vs. 2024.
- Foreign food-facility inspections dropped nearly 13% in FY2025 — even as imports from Mexico kept rising.

**Meanwhile: Mexican Imports Keep Growing**
- About a third of all FDA-regulated food — and 60% of fresh produce — comes from Mexico.
- The U.S. imported $16.1 billion in fresh produce in 2025 alone, part of a boom that's grown Mexican food imports nearly 1,500% since NAFTA.
- Yet FDA has inspected only 4.5% of the ~47,000 foreign manufacturers behind 90% of non-meat food shipments since 2023 — one cyclospora-linked farm hadn't been inspected in 7 years.

**July 2025: Surveillance Scaled Back**
- CDC's FoodNet program cut monitoring from 8 pathogens to just 2 (salmonella & E. coli) across its 10 participating states.

**2026: Outbreaks Surge**
- FDA averaged ~25 outbreak investigations/year (2021–2025) — but hit 20 by August 2026 alone, with a dozen in just two months.
- A cyclospora outbreak tied to contaminated Mexican-grown lettuce spread to 45 states — nearly 7,000 confirmed cases, 11,000+ under review — 7x the recent annual average.
- Salmonella from Mexican jalapeños (Taylor Farms) sickened several hundred people — the *second* Taylor Farms/Mexico outbreak in short order.

**The Concern**
Experts say the combination is a warning sign: more food coming in from Mexico, fewer inspectors checking it, and weaker illness tracking to catch problems early. As one food safety expert put it, "the cuts are harmful to food safety."
