One year ago, on July 18, 2025, at approximately 7:30 a.m., Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn tragically lost their lives in an explosion at the Biscailuz Regional Training Center Facility in Los Angeles. These dedicated detectives proudly served in the Los Angeles County Sheriff’s Department Special Enforcement Bureau’s Arson Explosives Detail, where they exemplified courage, professionalism, and an unwavering commitment to protecting others. Their sacrifice will never be forgotten, and their legacy continues to inspire all who had the privilege of serving alongside them. Detective Joshua Kelley-Eklund dedicated 19 years of service to the Los Angeles County Sheriff's Department. In 2022, he became an Arson and Explosives Investigator with the Special Enforcement Bureau, earning bomb technician certification and numerous advanced training credentials throughout his distinguished career. Detective Victor Lemus honorably served the Los Angeles County Sheriff's Department for 22 years. He transferred to the Special Enforcement Bureau in 2017, where he initially served as a K-9 Handler before becoming an Arson and Explosives Investigator, dedicating himself to one of law enforcement’s most demanding assignments. Detective William Osborn devoted 33 years of distinguished service to the Los Angeles County Sheriff's Department. In 2019, he joined the Special Enforcement Bureau as an Arson and Explosives Investigator, where his experience, expertise, and leadership left a lasting impact on those who served beside him. Today, we pause to honor these three extraordinary detectives whose courage, dedication, and selfless service defined their careers. Their commitment to protecting our communities came at the ultimate cost, and their sacrifice will forever remain a part of our Department’s history. We remember Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn with profound gratitude and deep respect. Their legacy lives on in the hearts of their families, friends, and colleagues, and in every deputy who continues the mission they faithfully served. We will never forget by @seblasd
