When that eighteen-year-old “proto-Basiji” was heading to Kurdistan in the turbulent aftermath of the Revolution to settle accounts with rival claimants to power, few were pessimistic about the future. Those accounts were settled, one by one, and it did not take long for everyone to realize that the Islamic Revolution considered itself indebted to no one. In any case, the young revolutionary mastered the craft of repression and joined the Islamic Revolutionary Guard Corps with the outbreak of the Iran–Iraq War. In the 1990s, he was appointed commander of the IRGC Air Force by Ali Khamenei, yet on the streets of Tehran he was busy “caressing” protesters with batons during the 1999 student uprising. Some, of course, were even granted the privilege of flight from the third-floor balconies of their dormitories. The whole truth, after all, must be told.
In his next appointment, as commander of the Law Enforcement Forces, he first implemented the so-called Moral Security Plan to enforce compulsory veiling upon women and then produced the masterpiece known as the “pincer tactic.” In the 2000s, he took off his military uniform and entered municipal politics. As mayor of Tehran, however, he repaid his longtime comrades in the Guards in full. Municipal properties were handed out, while Tehran’s fire department lacked the resources and equipment necessary to confront the Plasco disaster. Twenty-two souls were lost in the flames and the rubble. It was these land grabs, property scandals, and indeed corruption cases that ultimately denied hardliners the pleasure of elevating “their Reza Khan” to the presidency.
