New grades for Kentucky's critical infrastructure were released this week from @asce_hq for the first time since 2019. Here's the report card.

Kentucky received some of its lowest grades in infrastructure that protects us from flooding – a D-minus in stormwater, and D-plus grades for levees and dams – as extreme rainfall and historic storms have hammered the state in recent years.

Racism takes many forms. Sometimes it’s a policeman’s knee on your neck. Other times it’s a city allowing your neighborhoods to be poisoned for generations. For the @courierjournal as reported by the @courierjournal

🏙️ LOUISVILLE’S ALLEYS: A HIDDEN RESOURCE

Long before Louisville Metro developed its Alley Paving Program, Louisville urbanist Grady Clay was exploring the importance of the city’s overlooked passageways.

A former editor at The Courier-Journal and longtime editor of Landscape Architecture magazine, Clay saw alleys as more than service roads. They were spaces that reflected the history, activity, and character of urban neighborhoods.

In his 1978 work, Alleys: A Hidden Resource, Clay examined the challenges of maintaining these shared spaces, describing their unusual position as “public space in a private location.”

More than four decades later, Louisville Metro’s 2021 Alley Paving Program documented deteriorating alley conditions and outlined proposed rehabilitation projects for fiscal years 2023–2025.

The plan used pavement condition assessments to prioritize repairs, proposed approximately $1 million annually in funding, and addressed the importance of preserving historic alley materials in neighborhoods including Limerick and Old Louisville.

Interestingly, the plan also echoed Clay’s broader vision: alleys weren’t simply infrastructure to maintain, but spaces with potential to strengthen neighborhood identity and everyday life.

Our video takes a closer look at that 2021 proposal, the conditions it documented, and the approach Louisville outlined for its aging alleys.

Nearly 50 years after Clay’s observations, his description still resonates: “a hidden resource waiting to be recognized.”

An experience I’ll always be grateful for. 🇺🇸✨

Honoured to have been part of the U.S.-Pakistan Professional Partnership Program in Journalism, a U.S. Department of State-funded exchange program coordinated through USEFP.

From training at ICFJ to working in the newsroom at The Courier Journal, part of the USA TODAY Network, it was an incredible journey of learning, professional growth, and cultural exchange. 🌍🤍

Some opportunities leave you with more than memories. They leave you with perspectives that stay for a lifetime

A memorable moment in the newsroom, in conversation with Kirby Adams @kirbyadamscj at @courierjournal
