#NoviceAgenda—In a move that places creatives at the center of local development, Naga City has issued Executive Order No. 025, Series of 2026, establishing a voluntary registry for artists, creatives, cultural workers, groups, and collectives.

Signed by Mayor Leni Robredo on April 28, 2026, the initiative formalizes recognition of the creative sector while creating clearer pathways for participation, support, and collaboration.

More than just a database, the registry is designed as an active platform that enables creatives to access city-backed opportunities such as festivals, exhibitions, grants, and training programs. It also opens doors to capacity-building initiatives, inclusion in official cultural directories, and access to future spaces like the Naga Creatives Hub. Registered creatives will also receive priority consideration for proposals under the city’s Co-Creation Fund, reinforcing the role of artists not just as contributors, but as partners in shaping cultural policy and programs.

Aligned with the Philippine Creative Industries Development Act and National Cultural Heritage Act of 2009, the initiative recognizes the creative industries as drivers of economic growth, cultural preservation, and innovation. By investing in its creative community, Naga City signals a shift toward more inclusive, evidence-based cultural development, one where artists are supported, organized, and given the tools to thrive.

This also resonates with the Pink Movement during the 2022 presidential election, when there was a strong outpouring of support from creatives and cultural workers for presidential candidate Leni Robredo. Artists mobilized their skills and platforms in the spirit of the movement, an energy that continues to shape how communities engage with culture, participation, and collective action today.

Registry forms for both online and physical submission will be released in May.

Tabang sa Sugbo (Help for Cebu) 🚨⛈️

Barely a month after the 6.9-magnitude earthquake off the coast of Bogo City, Cebu, the province once again faces devastation—this time from Typhoon Tino, which has left much of the Visayas, MIMAROPA, and Northern Mindanao reeling.

Cebu bore the brunt of the storm, accounting for 139 of the 188 recorded deaths so far, with hundreds still missing. Countless homes, livelihoods, and communities have been destroyed by relentless rains and massive flooding.

While we must continue to demand urgent and sufficient action from our government, if you have the means and extra cash to spare, let’s extend what help we can. Every act of solidarity counts. 💙

To respond to this crisis, The Volume Project launches the fifth #BraverTogether—ArtRescuePH Fundraiser to support Filipinos heavily affected by Typhoon Tino in Cebu. Your contribution, no matter the amount, can make a difference.

Here’s how you can help:
💙 Option 1: Donate any amount
💙 Option 2: ₱200 – Novice Spotlight Batch 2024 Digital Issue
💙 Option 3: ₱400 – Novice Spotlight Batch 2024 Digital Issue + 3 Postcards
💙 Option 4: ₱600 – Novice Spotlight Batch 2024 Digital Issue + 3 Postcards + 1 Framed A5 Artprin

👉🏼 DONATE HERE: bit.ly/TVPTabangSaSugbo

All net proceeds will go directly to trusted local groups and organizations leading relief operations in Cebu. We’ll be sharing regular updates on the progress of these efforts.

Thank you to all the creatives who contributed to the digital issue, exhibit, and calendar—your art continues to bring hope where it’s needed most.

The Volume Project is Novice’s community extension initiative, driven by creatives and volunteers, dedicated to making a meaningful impact wherever help is needed. Together, let’s make a difference through creativity.

As yet another wave of massive corruption unfolds before our very eyes, we cannot help but feel the fire of rage rise within us. They have stolen far more than the people’s money—they have robbed us of hope, of dreams, of opportunities, of privileges rightfully ours, and even of the very lives of countless Filipinos.

But history has shown us: the power of the people is greater than the greed of the few. We can rise above this betrayal.

WE CAN FIGHT BACK, not with violence, but with courage, with genuine unity, with voices that refuse to be silenced. By speaking out, by holding leaders accountable, and by voting for those who truly serve the people, we can reclaim what has been taken from us.

We must never let corruption win. We must never allow our silence to be their shield.

TOGETHER, WE CAN DEMAND the just, honest, and dignified future every Filipino deserves. ✊🏼🇵🇭

⚠️ We Don’t Deserve This ‼️

There’s nothing to smile about, not with floods and typhoons ravaging Filipinos year after year. What we’re experiencing is no longer natural. It’s time to confront the long-ignored truth: corruption is the worst disaster of all—from unfelt flood control projects to collapsed bridges and roads left in disrepair.

While we work to stay safe, let’s also demand accountability like never before.

#NoviceViewpoint — The recent developments surrounding the Vice President’s impeachment reveal what many already suspect: delays, diversions, and a Senate that seems more loyal to the Dutertes than to the people.

The Senate must uphold the Constitution and serve the people, not political dynasties. ❌

As creatives, we have a responsibility to stay vigilant, speak truth to power, and amplify the voices fighting for justice, fairness, and transparency. Now more than ever, let’s stand with Filipinos who believe in accountability and refuse to look away.

Let it be clear—public office is a public trust. DO NOT PLAY WITH THE PEOPLE. ‼️

Hindi dahil sikat, hindi dahil sa utang na loob, at lalong hindi dahil sa binigay.

Pag-isipan. Maging kritikal at radikal. Isaalang-alang ang track record.

Ang boto mo ay hindi lang para sa ngayon—para ito sa kinabukasan. 🇵🇭
