💜 OCTOBER 1, 2026: A NEW CHAPTER BEGINS. 💜

Today at 1 PM, the Nykayla Strawder Memorial Act (HB 776) officially takes effect in Maryland.

After 4 years of advocacy, education, perseverance, and community support, we celebrate this moment while honoring Nykayla and the many families whose lives have been impacted by similar tragedies.

HB 776 requires that when a child under 13 is alleged to have committed an act resulting in the death of a victim, the matter is referred for Child in Need of Supervision (CINS) intervention and appropriate services through the Department of Juvenile Services.

💜💜💜 Thank you to our family, friends, supporters, advocates, educators, and public servants especially Senator Jill Carter and Delegate Malcolm Ruff, who gave their time, knowledge, leadership, and commitment to help make this possible.

This is bigger than one family. This is about putting the health, safety, and nurturing of our youth first, creating pathways to intervention and support, and keeping Nykayla’s legacy and the lives of so many others, alive through meaningful action.

Nykayla’s legacy lives on. The work continues. 💜

We have 13 days.

This is Delegate Ruff speaking on HB 776 – The Nykayla Strawder Memorial Act during the Senate Judicial Proceedings Committee hearing on 3/26/26.

This bill is simple but powerful:
When a child is involved in a tragedy like Nykayla’s, there must be a mandatory pathway for evaluation, services, and support for both the youth and the families impacted.

Now the time is here.

We are calling on the Judicial Proceedings Committee to swiftly issue a favorable report THIS WEEK so this bill can:
➡️ Move back for House review
➡️ Reach the Governor’s desk
➡️ Be signed into law before Sine Die (April 13, 2026)

This is about:
• Accountability
• Services for youth
• Support for families
• Real prevention

CALL TO ACTION:
📣 Maryland residents — contact or tag your Senators NOW @antoniohayes40 @willcsmithjr
📣 Committee members — move this bill forward
📣 Share this message and help us build urgency

Let’s not let another year pass.

Let’s honor Nykayla with action.

💜 Drop a purple heart if you support HB 776
💜 Share to help us get this across the finish line

General Assembly Fact:

When there is no opposition within the second reader of your bill in committee, the Chair has the option to not allow oral testimonies.

It is vital when signing up to be a witness, you make yourself available if possible to submit written testimony, and come in person to represent your cause.

Next, don’t get vexed!! Use your voice! Set meetings with your legislators before the committee date, send emails, make phone calls, and do as I did above and post your testimony wherever you can.

Lastly, make relationships with the Chief of Staff and legislative interns of the elected officials. They are busy people, district 41 representatives are advocating for over 108,000 of us. Sometimes, your ability to have a good relationship with their trusted teammates will take your advocacy to the next step. I live in district 40, and am calling for Senator @antoniohayes40 to provide a favorable report for HB776 once it hits the floor!

Our power is in our collaboration, our power is with the people🫱🏼‍🫲🏿

Today, we are preparing to testify in support of the Nykayla Strawder Memorial Act (HB 776) in the Senate.

This bill passed the House unanimously last Thursday—just ahead of crossover day, and now we are calling on the Maryland Senate and the Judicial Proceedings Committee to move with urgency and issue a favorable report so this bill can reach the Governor’s desk before Sine Die (April 19, 2026).

HB 776 is about more than policy—it’s about ensuring that when tragedies involving youth occur, there is a clear, mandatory pathway for intervention, support, and accountability for both the children and families impacted.

We want to extend our sincere gratitude to the Maryland House of Delegates for standing with us and passing this bill unanimously.
Special thanks to the bill sponsors led by Delegate Ruff and former Senator Jill Carter, along with all of the delegates who helped move this forward.

Now it’s time for the Senate to act.

3 years ago, we had to lay to rest one of our little ones due to the ongoing crime here in Baltimore. We miss you Kayla, @dplacellc & @wayy_kayla16 are doing their best to stay happy, healthy and full of light when sharing your story, and give back to others doing the things you like to do, for the people you also cared about.

This is never easy to swallow, watching a young person lose their life and how it affects everyone around them. It has changed me tremendously, but can only imagine how it hurt my aunts, little cousins, her parents and more. All I do know is Kayla, you are missed, you are still loved, and we are still proudly doing our best to keep your name and legacy going here. ❤️ Thank you everyone who has played a roll in assisting our family over this time and peace to all the other families who have lost love ones due to crime.

Think about the loss of my baby cousin daily and how my family has been affected by such a tragic end to a little girl’s life. This never gets easier to swallow or except, especially as justice for the Nykayla Strawder Memorial Act continues to be postponed by the Maryland General Assembly. We will stay encouraged, we will continue to fight, but most importantly we will continue to love on one another, Nykayla’s siblings, and the other families we have meant who have lost their children as well.

Thank you to everyone who has supported us along the way. Our fight for justice isn’t over. Our state has proven that when white Caucasian women are injured laws are passed within 365 days with the support of the state and city government, however inner city black young women have to kick, scratch, and burst into doors to be heard. I promise baby cousin I will pop the hinges across this nation if I have too!

I love you, We miss you, 4L
