“TO THE PEOPLE OF MARYLAND!” — September 8, 1862

This fascinating proclamation was issued by Confederate Colonel Bradley T. Johnson, a Maryland native, during the opening days of the Maryland Campaign of 1862.

Following the Confederate victory at Second Manassas, Robert E. Lee moved the Army of Northern Virginia across the Potomac and into Maryland. Confederate leaders hoped the campaign would encourage Marylanders sympathetic to the South to rally to their cause.

Johnson issued this proclamation while the Confederate army was around Frederick, calling on Marylanders to organize into companies and regiments and join the Confederate forces. He portrayed their arrival as an opportunity for Maryland to resist Federal authority and referenced arrests, imprisonment, and other wartime measures that had fueled resentment among Southern sympathizers.

But the response was far smaller than the Confederates hoped. There was no mass uprising of Marylanders, and many residents remained loyal to the Union.

Just nine days after this proclamation was issued, the armies would clash at Antietam on September 17, 1862, producing the bloodiest single day in American military history.

Documents like this remind us that the Maryland Campaign wasn’t only a military campaign—it was also a struggle for the loyalty and political future of Maryland.
