#BanaPeleLeadershipSummit2026 | What does Vision 2030 look like? 🌱

It begins with a child’s first steps into an early learning programme, a safe space to play, and an opportunity to learn and grow. Today, approximately 2.9 million children access ECD programmes, but the journey continues. By 2030, South Africa aims to expand access to quality early learning, reaching more children, strengthening ECD programmes and supporting the people who nurture young minds.

Together, we are building strong foundations for strong futures, ensuring that every child has the opportunity to learn, thrive and reach their full potential. 💚

Because Vision 2030 is more than a target. It is a promise to put children first and give every child the best possible start in life.

From Blueprint to Movement. 🇿🇦

Delivering her keynote speech at the Bana Pele Leadership Summit 2026, Minister of Basic Education, Ms Siviwe Gwarube called for collective action to accelerate universal access to quality early learning, emphasising that every child must have the opportunity to thrive.

Key highlights from the address:

🔹 Expanding access: The ECD subsidy increased from R17 to R24 per child per day, with over 200,000 additional children receiving support in the past two years.

🔹 Simplifying registration: Almost 40,000 ECD programmes have registered through the eCares digital registration system.

🔹 Strengthening collaboration: Government and sector partners must break down barriers and make registration and support more accessible to ECD practitioners.

🔹 Prioritising quality: Expanding access must go hand in hand with quality early learning and a supported ECD workforce.

🔹 Closing the gap: Approximately one million children aged three to five still lack access to early learning.

Investing in Children. Building South Africa’s Future. 🇿🇦

Delivering his keynote address at the Bana Pele Leadership Summit 2026, President Cyril Ramaphosa emphasised that investing in early childhood development (ECD) is essential to breaking the cycle of poverty, strengthening education and building a skilled, future-ready workforce.

Key highlights from the address:

🔹 Building foundations for the future: Early learning develops essential literacy, numeracy, critical thinking and problem-solving skills.

🔹 Expanding access: Approximately one million children aged three to five remain outside early learning programmes, highlighting the urgency of achieving universal access by 2030.

🔹 Removing registration barriers: Government is simplifying registration requirements and supporting ECD programmes to meet health, safety and quality standards.

🔹 Driving inclusive economic growth: Quality ECD can help break intergenerational poverty, create employment opportunities and expand women’s participation in the economy.

🔹 Mobilising private sector investment: Businesses are encouraged to invest in ECD infrastructure, practitioner development, learning materials and digital resources.

🔹 Harnessing technology: Technology can strengthen teaching and learning while expanding access to quality educational resources, without replacing teachers or human interaction.

🔹 Strengthening partnerships: Government, businesses, communities, families and civil society must work together to advance the Bana Pele movement.

The President called on all South Africans to turn the Bana Pele Shared Blueprint into tangible action, ensuring every child has access to quality early learning and the opportunity to thrive.

A stronger future begins with our children. Bana Pele — Children First.

#BanaPeleLeadershipSummit | WHO GETS A SAY IN SHAPING EARLY LEARNING?

The people closest to children have a voice in shaping their future.

With 1,495 submissions from ECD practitioners and caregivers contributing to the Children’s Amendment Bill, their experiences are helping inform the future of Early Childhood Development (ECD).

Their voices matter in building an ECD system that recognises the different ways children learn and grow.

As we approach the Bana Pele Leadership Summit 2026, we continue to champion collective action towards quality early learning for every child.

R120 BILLION AND THREE PROMISES: WHO REALLY PAYS FOR THE FREE STATE'S FACTORY DREAM?

By Emisang Mpholo (Research and Development)

President Cyril Ramaphosa was in Maluti-a-Phofung to launch what government called a "monumental R120 billion catalytic investment and industrialization project."

On paper, it is a province's dream: R100bn YJC renewable energy project (6,500 jobs), R5.5bn Joylong Automotive Manufacturing plant (1,500 jobs, 8,000 electric vehicles a year), and a R330m Walk of Life Apple Juice Concentrate Plant (100 permanent jobs, 600 seasonal).

R120 billion. 8,100 jobs. Electric cars. Apple juice. Renewables.

We have heard this before.

The Free State knows how to host a launch. What it has never done is publish a delivery slip.

From the Vrede Dairy Project to the R400m Maluti-a-Phofung SEZ that has taken a decade to produce a fence and a PowerPoint, the province specializes in sod-turnings for factories that either never open, or open as low-wage assembly sheds where workers who build cars can't afford a bicycle, let alone the car.

The maths government doesn't want you to do:

1. YJC: R100bn for 6,500 jobs = R15.3m per job. Who is YJC? No company registration provided. No environmental impact assessment published. No grid connection agreement with Eskom shown. In any other country, a R100bn energy project would have a name, a board, and a bank.

2. Joylong: R5.5bn for 1,500 jobs over 5 years, 8,000 EVs a year. South Africa's entire EV market in 2025 was under 1,000 units. Who will buy 8,000 Free State-built Joylongs? And at what wage?

The Eastern Cape's Chinese-owned BAIC plant promised 2,500 jobs today it employs ∼120 on short contracts. Average auto assembly wage in Qwaqwa: R4,500. That is below Stats SA's upper-bound poverty line for a family of four. You build the car, you can't drive it, you can't live above the poverty line.

3. Walk of Life: R330m for 100 permanent jobs. That is the only project with a visible supply chain apples from Free State farmers to juice. But why is a R330m plant bundled into a R120bn announcement to make the total look historic?

WHAT WAS SOLD TO GET THIS MONEY?

Citizens must ask be
