Europe just declared ChatGPT a search engine by law, and the reactions to it are genuinely funnier than the ruling itself.

The European Commission classified ChatGPT as a Very Large Online Search Engine under the Digital Services Act, the first time any AI chatbot has landed in that category. Reddit and Roblox got hit with the same treatment, just under a different label. All three now answer to the strictest tier of EU tech law, built originally for Google Search and the biggest social platforms.

The reasoning is almost funnier than the outcome. The DSA was written before chatbots like this existed, so regulators had to decide whether ChatGPT counts as a platform or a search engine. They picked search engine, because it answers prompts by searching the web. That single technicality now puts OpenAI’s flagship product through mandatory audits, risk assessments, and regulator data access most consumer apps never touch.

OpenAI reported roughly 159.1 million average monthly users for ChatGPT search in the EU, more than triple the 45 million threshold that triggered the designation. Non-compliance can cost up to 6 percent of global annual revenue.
