The conference “Rooted knowledges and dialogues for change” took place from 12-15 July 2026 in the Carpathian Mountains, Ukraine and online.

“This year’s theme, Rooted Knowledges and Dialogues for Change, invited us to reflect on what becomes possible when knowledge is grounded in place, embodied experience, and relationships. Over four days, we explored these questions through panels, workshops, artistic interventions, and countless conversations that extended well beyond the conference rooms.” (Ruta, 2026).

Prof. Dr. Miglė Bareikytė from the War Sensing Team together with Tetyana Lokot & Kateryna Maikovska contributed to the conference with a talk about sabotage practices as resistance acts and their presence on Telegram.

As part of the publication Internet Histories, Volume 10, Issue 1-2 (2026), Miglė Bareikytė,Svitlana Matviyenko & Taras Nazaruk contributed an introductory article to the volume.

“Introduction: histories and legacies of digital infrastructures in Eastern and Central Europe: from Soviet cybernetics to regional Internet histories.”

Abstract:
“This paper introduces a special issue of Internet Histories journal on the histories and legacies of digital infrastructures in Eastern and Central Europe (ECE). Structured around two thematic sections, one focused on Soviet and post-Soviet path dependencies and another on socio-technical developments in times of all-out war, the issue demonstrates how Internet histories of this region complicate dominant narratives and offer critical insights into the Internet’s present reconfiguration and uncertain futures. The contributions examine how both socialist computing projects and post-Cold War transformations have shaped distinctive Internet trajectories across ECE and how these legacies reveal themselves during the ongoing geopolitical conflict such as Russia’s war against Ukraine. The special issue challenges both U.S.-centric and Soviet (Russia)- centric accounts of Internet development and it foregrounds historically situated, politically contested, and regionally specific pathways of the Internet infrastructure development and use.” (Bareikytė et al. 2026).

Internet Histories, Volume 10, Issue 1-2 (2026).

This special issue is a result of a long-standing cooperation between the co-editors Taras Nazaruk, Miglė Bareikytė, Svitlana Matviyenko and Bohdan Schumylovych over the last decade, as well as supportive communication with the editor of the Internet Histories, Niels Brügger, Valérie Schafer and Jane Winters.

The first idea for such an issue emerged during conversations at the 9th Tensions of Europe conference “Decoding Europe. Technological Pasts in the Digital Age” in 2019, organised by the C2DH and held at the University of Luxembourg. This issue was given additional impetus by the outbreak of Russia’s full-scale war against Ukraine and the subsequent escalation of tensions throughout the region. On the one hand, this has increased academic interest in the region. Still, on the other hand, these events have further highlighted the extent to which not only Internet studies, but also broader regional and interdisciplinary studies, have disproportionately under-studied the histories of the Internet in the region, and existing research has primarily been focused on Russia or Russian perspective, overlooking other multiple historical trajectories beyond this perspective (Bareikytė et al. 2026).

The special issue contains contributions by Miglė Bareikytė, Svitlana Matviyenko & Taras Nazaruk, Eglė Rindzevičiūtė, Felix Herrmann, Aro Velmet, Erik Da Silva, Kayla Hilstob, Françoise Daucé, Mykola Makhortykh, Vu Thuy Anh Phan, Miglė Bareikytė & Johanna Hiebl. The special issue also includes the interview with Oleksa Balyura and Maryna Malchenyuk, co-founders of the UAnetHistory, an archival project on the history of the Internet in Ukraine (1990–2005) based in Kyiv.

Securitisation following the Russian full-scale invasion is “perceived as both mundane and all-encompassing” (Bareikytė & Hiebl 2026, p. 8).

For the studied investigative practitioners, “war-related security issues are part of everyday work” (ebd., p. 8) which means that “being secure means being aware of and prepared for an attack” (ebd., p. 8). Security became an “inescapable issue, intertwined with every aspect of life” or as one practitioner framed it plainly: “there's a sense of war looming all over our heads” (ibid., p. 8).

Bareikytė & Hiebl (2026) develop the concept of “tactical avoidance” to show how practitioners engage with “psychologically challenging information, personal attacks, personal relationships affected by Russian propaganda, or work relationships affected by defence preparations” (ebd., p. 11).

The paradox of “tactical avoidance” is that it is “maintained by consciously distancing oneself from the uncomfortable issues” (ebd., p. 12).

The Baltic region has long faced attacks at both the narrative and infrastructure levels through various forms of attacks, such as disinformation, cyber-attacks, and GPS jamming (Bareikytė & Hiebl, 2026, p. 5).

Since the beginning of the Russian full-scale invasion of Ukraine, these pressures have intensified and shape “the everyday experiences of war in the neighbouring countries, such as the Baltics, affecting them through informational dimension of hybrid war”(ebd., p. 12). Against this backdrop “investigative practitioners in the Baltic States contribute to global practices of war sensing, preparing the local publics, and normalising the analysis of hybrid warfare” (ebd., p. 13).
