Europe's own satellite navigation, running since 2016 and more precise than GPS in many conditions. Over 4.5 billion devices can use its signals.

6️⃣ OVHcloud 🇫🇷 and STACKIT 🇩🇪

@mistralailabs the Paris-based artificial intelligence company founded in April 2023 by Arthur Mensch (CEO, formerly Google DeepMind), Guillaume Lample and Timothee Lacroix (both formerly Meta FAIR), has built a $14 billion AI empire by rejecting Silicon Valley dependence and selling open-weight, sovereign AI stacks to governments and enterprises wary of US cloud lock-in.

In September 2025, Mistral AI closed a $2 billion Series C led by Dutch chip titan ASML, which invested €1.3 billion for roughly 11 percent, marking the largest ever VC round by a European AI company per Crunchbase. The round took total capital raised to around $3 billion and valued the three founders’ 13 percent stakes at $1.8 billion apiece.

The commercial engine is scaling fast. Mistral AI’s annual run rate climbed from $30 million in 2024 to $330 million by September 2025, with CEO Arthur Mensch targeting over €1 billion in revenue in 2026, as shared at Davos. The 783-strong Paris team now builds open-weight models (Mistral 7B, Mixtral 8x7B, Mistral Large), European chatbot Le Chat, and the Nvidia-partnered Mistral Compute cloud, while France’s armed forces signed a multi-billion-euro sovereign AI framework with the company late last year.

Un mois après la signature du premier partenariat systémique entre l’Etat et @mistralailabs, je me suis rendu avec Pierre Bouillon et Walter Arnaud dans les bureaux de Mistral AI pour une réunion de travail avec Arthur Mensch et Audrey Herblin-Stoop.

Ce partenariat interministériel, conclu dans le sillage du plan « Notre IA », permet de déployer les ingénieurs de Mistral directement au sein des équipes de l’Etat sur trois priorités : la cybersécurité, pour détecter nos propres failles avant qu’elles ne soient exploitées, la justice, pour désengorger les tribunaux face au contentieux de masse, et la lutte contre la fraude, pour analyser des données jusqu’ici illisibles pour nos algorithmes.

Cette réunion a permis de faire le point sur l’avancée des travaux. Les premières démonstrations de cas d’usage sont satisfaisantes et vont dans le bon sens.

Notre objectif reste d’accélérer le temps de déploiement de l’IA dans l’État, toujours en le faisant avec et au service des agents publics, et avec la même exigence de souveraineté : des données hébergées en Europe et une garantie de réversibilité à tout moment pour l’État.

Une IA choisie, et non subie.
