Every Seattleite deserves safe parks to relax, exercise, and play in. Yesterday, at the grand opening of the new Rainier Beach Skate Park, we took another step toward that goal. Rainier Beach’s community made this happen, and we are all better for it. As Danielle Jackson of CHAMPS said on the mic today: “Placemaking begins by asking people what they need.” See you at the Park! A group of people gather near the entrance of a skate park. One person wearing a white shirt with decorative text on the back is embracing another individual. Others stand nearby talking, some wearing matching white shirts with printed text. Children and adults with bicycles and a child with a helmet on a bike are also present. Trees, park structures, and a partly cloudy sky appear in the background.

Hot off the press! Above is this morning’s press release response regarding the OIG Audit released last week. PRESS RELEASE

FOR IMMEDIATE RELEASE

Inspector General Finds the City Set No Rules for Private Cameras Feeding Seattle Police
SEATTLE, October 5, 2026. The Seattle Office of Inspector General released its first annual review of the Technology Assisted Public Safety pilot on September 30. The pilot covers police surveillance cameras, license plate readers, and the Real Time Crime Center, an SPD unit that uses Axon software to pull live camera feeds, 911 calls, and other police data onto a single map. Community Not Cameras thanks Inspector General Lisa Judge and her audit staff for a thorough and candid review. The review confirms that the city approved this system without the controls needed to govern it.

Private cameras join the system through an Axon device called a Fusus Core, which the camera owner buys and installs. SPD staff told the Inspector General they do not consider these devices SPD storage, because SPD does not own or control them. The owner sets how long footage stays on the device, and that setting can exceed the 30 days the city approved. The Inspector General found that analyst access to footage older than 30 days is not adequately addressed in city approvals or SPD policy.

SPD can point its own cameras away from homes and apply digital masking, which permanently blacks out windows and other private spaces in a camera's view. The cameras SPD has control over may be delayed in implementing these protections depending on technician availability. It cannot even provide those measures for a private camera. If an owner turns a camera toward an apartment or a clinic, the only safeguard is an analyst noticing the change.

The vendor question remains open. For license plate data, the Inspector General found the city still needs to understand Axon's data sharing policies, and a Mayor's Office review of that question has not concluded. Axon supplies the device in every private camera connected to the Real Time Crime Center, and Axon holds federal immigration enforcement contracts. The city cannot yet say what Axon will do with Seattle's data when a federal agency asks for it. A city that cannot answer that question does not control its data.

SPD policy bars Real Time Crime Center analysts from watching cameras unless they are responding to a 911 call or an open case. The Inspector General found the Axon software has no way to prevent or monitor viewing outside those limits, leaving SPD unable to audit improper use. Analysts open camera feeds without entering a case number or a reason. SPD's fix is a formal request asking Axon to add that requirement, due October 16. The “safeguard" now depends on a vendor's product decisions.

License plate readers show the result. SPD policy required a reason for every search of the license plate database. Users skipped that step on approximately 47% of searches in 2025, nearly double the 24% rate in 2024. A policy tells an analyst what not to do. A control prevents it. Seattle relies on policy.

SPD launched Connect Seattle, the program that brings private cameras into the Real Time Crime Center, in April 2025 without a public announcement or a Council vote. According to police officials, 427 cameras now stream live into the center: 308 installed by SPD, 96 operated by the Seattle Department of
