Training will be provided during the meeting, so no experience is necessary. Bring a device (laptop or phone) with a working microphone and headphones.

Every thriving community starts with a place to call home.

At the 2026 Governor’s Summit on Rural Prosperity, Delegate Sam Rasoul, a board member of the Senator Frank M. Ruff, Jr. Center for Rural Virginia, introduced a discussion on one of the most pressing issues facing rural communities: housing.

Deputy Secretary of Commerce and Trade Kristen Dahlman guided the conversation as panelists explored creative solutions to rural housing challenges and highlighted successful projects from across the Shenandoah Valley. Delegate Briana Sewell, Chair of the Virginia Housing Commission, joined Dr. Tamarah Holmes, Director of the Virginia Department of Housing and Community Development, Dr. Monique Johnson, Chief of Programs at Virginia Housing, and Brandy Flint, Director of Economic Development for Rockbridge County, to share what’s working and where opportunities lie ahead.

Thank you to our speakers for their insight, and to everyone in the room working to make sure rural Virginians have access to safe, affordable places to live.

RASOUL JOINS JOHN FISHWICK & ASSOCIATES

ROANOKE, VA | October 20, 2026 — Fishwick & Associates PLC, the Roanoke law firm founded by former U.S. Attorney John P. Fishwick Jr., announced today that Virginia Delegate Sam Rasoul has joined the firm as an associate attorney.

Rasoul brings more than a decade of public service, along with a background in business and community advocacy. He will work alongside Fishwick, who served as U.S. Attorney for the Western District of Virginia from 2015 to 2017 and has spent much of his legal career representing individuals in complex civil and criminal cases.

“Sam has spent his career standing up for people and making sure their voices are heard,” said Fishwick. “He cares deeply about this community, and he brings a perspective that will serve our clients well. I'm excited to have him on our team.”

Rasoul has represented Roanoke in the Virginia House of Delegates since 2014, and he has worked on issues ranging from public education and health care to economic opportunity and protecting the rights of Virginians. He earned his law degree from the University of Dayton School of Law in May 2026 while continuing to serve in the General Assembly.

For Rasoul, becoming an attorney is another way to continue the work that first drew him to public service.

“I went to law school because I wanted another way to help people, particularly those who may feel powerless when facing the legal system,” said Rasoul. “When someone's freedom, livelihood, or constitutional rights are on the line, they deserve someone who will listen, work hard, and stand up for them. John has done that throughout his career, and I'm grateful for the chance to learn from him and work alongside him. I'm looking forward to rolling up my sleeves, learning from a terrific legal team, and continuing to serve the people of Virginia.”

At Fishwick & Associates, Rasoul will focus on developing a practice in civil rights and criminal defense, while also working on the firm's broader civil litigation cases. Both Fishwick and Rasoul have deep ties to the Roanoke Valley and a long history of public service.

NextEra, what are you hiding?

•    The Virginia State Corporation Commission hearing examiner ruled Friday that Dominion Energy and NextEra must release documents they attempted to withhold during the review of the two utilities’ $67 billion merger request.
    •    Among the documents ordered to be released is a “Robo memo” claimed to detail an investigation into Florida Power & Light’s alleged illegal political activity in that state (🔗https://www.utilitydive.com/news/nextera-energy-lawsuit-political-scandal-dominion/823137/). James Robo was CEO of NextEra, the parent company of FPL; he retired in 2022.
    •    The Virginia ruling said the utilities had sufficiently provided information in response to other requests, but the order to release the Robo memo concluded the governance and political structure of the two utilities is relevant to the merger review and can be scrutinized.
