Decoupling capacitors sit close to chips because they help provide a low-impedance local supply during sharp current transients. You place them close to the power pins because PCB traces and vias have parasitic inductance, which generally increases with connection length. If the capacitor is too far away, that inductance can significantly reduce how effective it is at supplying high-frequency transient current. This is also why high-performance ICs often use on-package or on-die capacitance, where even the connection from the chip to the PCB can add too much inductance at very high frequencies. The project that landed me the internship was a rocket that could stabilize itself using thrust vector control. I designed everything in house including the mechanical system, the flight computer, and flight software.
