Many factors outside of school affect student performance, and poverty can be a strong predictor of which schools will have high or low rates of proficiency. For Utah's district schools, the percent of students in poverty explains about 42% of variation in Grade 3 Acadience Reading outcomes. For Utah's charter schools, the percent of students in poverty only explains about 18% of variation in Grade 3 Acadience Reading outcomes. Based on how grade 3 students currently perform on the Acadience Reading end-of-year test, it is likely that many of students who qualify for retention will belong to at least one of the following groups: students on free/reduced lunch, students with disabilities, or students with limited English proficiency. SB 241 specifies that students who score Below Benchmark or Well Below Benchmark on Acadience Reading will be retained in third grade, with some exemptions. Since Utah is a school choice state, it's reasonable to assume that a grade 3 retention policy may influence parent choice of schools. Will charter schools retain more or fewer third graders than neighboring district schools? Will retained students move schools at a higher rate? It likely depends on the individual school, and the variation between schools will be large. In some counties, third grade retention policies may put heavier pressure on local charters. by @utedudata

Students scoring Below Benchmark or Well Benchmark Benchmark may qualify for retention if new legislation passes (SB 241). These qualifying students are not evenly distributed through Utah, and some rural counties may see a large percent of their third graders qualifying for retention. by @utedudata

The retention cut score proposed in SB241 would have qualified 29.5% of Utah’s 2024-25 third graders for retention before any exemptions were applied. With the exemptions we can calculate right now, that number falls to between 16-20% of third graders. Utah provides a free ACT test for all juniors. For some juniors, the grade 11 ACT is the first and last time they take an ACT test. While taking the ACT after four years of Math (as a senior) would be ideal, students need to be prepared to do well on the ACT in grade 11. Which three years of Math coursework prepared UT 11th graders better for the ACT? Students reporting 3 years of Algebra 1, Algebra 2, and Geometry consistently scored about 2 points lower on their ACT Math test than students reporting taking the other combination of Sec Math 1, 2, and 3. by @utedudata

ACT used to publish very helpful state profile reports that included results summarized by course-taking patterns. These are the results for Utah's last state profile in 2020, highlighting how students performed based on their self-reported coursework prior to the exam. Integrated Math (Sec 1/2/3) is shown as "Other Combination" in the report. How do know when a change is unambiguous and not due to chance? Secondary Math curriculum is a focus for many people right now. Has Utah's choice of integrated math over traditional math pathways put Utah students at a disadvantage? When we compare average ACT Math scores among all states that do universal testing, we see that Utah's scores have remained steady while most other states have seen a decline. Utah now leads the pack in Math scores. by @utedudata

If Utah adopts a third-grade retention policy, it is almost certain the retention cut score will be much lower than the current reading on grade level cut score of 405 on Acadience Reading. After all, it would make little sense to retain students scoring At Benchmark, since they are typically doing well on grade-level work. What would make the most sense as retention criteria? by @utedudata

There's a lot of attention paid to chronic absenteeism in recent years, but it's still difficult to track our state's history & progress on this topic. USBE is working with local education agencies to improve attendance reporting, but there's still some unreliable attendance data reported across the state. While attendance data is published for all UT schools, interpret it with caution. It may be very inaccurate. by @utedudata
