VOYCE at the State of the Union 2026

Today, VOYCE was on the ground at the European Commission Representation in Milan @europainitalia for the live viewing of President Ursula von der Leyen’s @ursulavonderleyen State of the Union address, followed by the Parliament debate and a panel with leading voices from academia and journalism.

Representing VOYCE were Giulio Boggetti @giulio.boggetti , President of VOYCE Bocconi, and Leonardo Inglardi @leo.ingla , Co-Founder and Head of Outreach.

From the future of AI in Europe to the new EU–Canada partnership, from climate resilience to the proposed Kids Act protecting minors online: this year’s SOTEU touched on the issues that will shape our generation’s Europe.

In VOYCE's sixth report, Aleksandra Grbović Bitić, Adam Hermann, Marie Helene Olafsen and Sahel Samsam Gonzalez discuss Mathematical Insolvency to strategic superiority.

"Europe currently confronts a structural crisis in its defense architecture that transcends tactical capability: the emergence of mass-produced, uncrewed systems has invalidated the economic and operational logic of the legacy defense model. As of March 2026, the European Union faces a 22:1 cost-exchange deficit. In active theaters, “exquisite” multi-million-euro interceptors are being routinely expended to neutralise low-cost loitering munitions (Cody, M. A., 2026). This state of mathematical insolvency represents a surrender to fiscal exhaustion, where the cost of defense outpaces the cost of aggression by an order of magnitude.

The strategic analysis detailed in this report establishes that the Union’s reliance on a limited inventory of high-cost assets is a strategic dead end. In the era of the “transparent battlefield”, where persistent surveillance renders traditional concealment impossible, security is no longer a function of “exquisite scarcity” but of resilient mass (Schularick & Binder, 2026)."

At this year's EU Sustainable Energy Week (EUSEW), VOYCE is proud to join European Young Engineers (EYE) at our shared booth, "VOYCE & EYE: Young Voices Powering the Energy Transition."

AI is transforming work, but the real shift isn’t just about jobs. It’s about risk.

In VOYCE's most recent report, Matteo Mio and Stefano Serra argue that #AI is reshaping the balance between #incomesecurity, #socialprotection, #legalexposure, and worker autonomy across #Europe. Instead of simply creating or destroying #employment, AI is redistributing professional risk, often unevenly across large firms, #SMEs, and #entrepreneurs.

The result is a new labour landscape: more productive, more flexible, but also more uncertain.

Using a professional risk framework, this report shows how these dynamics are already playing out, where existing #EU policies fall short, and what needs to change. It introduces a Professional Risk Scoreboard and sets out concrete policy pathways: from re-skilling guarantees to safeguards on algorithmic management to ensure that AI adoption strengthens both competitiveness and worker protection.

Because the real policy challenge isn’t just managing jobs.
