in that picture is shrapnel , its purpose is to tear & maim human flesh. That & many other things are used in IEDs , booby traps , SVDs , etc ...

At the top , next to the largest chunk, is a ball point pen for size comparison.

Perspective - -
al queda has been attacking since the '90s. In past bombs , now called IEDs , bomb makers sometimes used remnants , debris or metal / shrapnel collected from the aftermath of a bombing attack that targeted them. Similar to what is shown in the pic above. There are recounts that tell how they , al queda , would re-use "sharpnel" in hopes of killing Americans!
