Partner income testing can reduce or cut off someone’s income support because of what their partner earns.

Swipe through for an overview of how it works, why we’re calling for it to end, and what’s been happening in the campaign.

We’re a national, lived-experience and volunteer led campaign working to end partner income testing across all affected payments.

The Partner Income Test is eugenics.

People on income support are forced into poverty and dependence, afraid to date, trapped in unsafe relationships, pushed past capacity, and punished for love.

Survival shouldn’t depend on your partner’s pay. Abolish the Partner Income Test

I’ve just released my independent report: The Human Cost of the Partner Income Test (PIT).

Over two weeks, 798 responses were received from Australians impacted by partner income testing. After data review, 794 were included in the main quantitative analysis.

The findings are devastating.

Among included respondents:

76.6% reported feeling like a ā€œburdenā€ or ā€œdependentā€ rather than an equal partner.

58.8% reported being unable to pay bills such as rent as utilities.

44.0% said the Partner Income Test had made them feel unsafe or prevented them from leaving a relationship.

This is not just a technical Centrelink rule.

For many people, partner income testing affects whether they can afford medication, disclose a relationship, move in with someone they love, or leave an unsafe relationship.

This has been shared with politicians, journalists and advocacy organisations. It is now being shared publicly.

The report calls for the abolition of the Partner Income Test across affected payments.

Adults should be assessed as financially independent individuals, regardless of relationship status.

Please read, share and send to someone who needs to see it.

A relationship should not mean losing financial independence.

Your partner’s income is not your income.

Yet partner income testing treats a partner’s earnings as available to you, creating financial dependence and making an unsafe relationship harder to leave

We welcome the @australiangreens announcement that they will move amendments seeking to abolish partner income testing. This is a step towards the change we’re calling for, but an announcement is not a change in the law.

We’re calling on Parliament to turn this proposal into action. Financial independence and safety should not depend on who you’re in a relationship with.

End partner income testing.

Government systems must not create abuse.

Yesterday, the Government introduced legislation to prevent the child support system from being weaponised to punish, harass and control ex-partners. Important, not sure why it wasn't like that before.

And that should not stop at child support.

The partner income test reduces or removes a persons independent income because of what their partner earns. It forces financial dependence, makes leaving unsafe relationships harder, and can prevent people from having a partner at all.

You cannot design one government system around safety while preserving financial dependence in another.

End the partner income test across every affected payment.

2nd slide features Minister for Social Services Tanya Plibersek and explains almost 100,000 parents and carers in the child support system have experienced or are at risk of family and domestic violence. Arguing government systems must prevent abuse.

Final slide calls on government to end partner income testing, highlighting role in removing independence, and making unsafe relationships harder to leave.]

Partner income testing assumes couples share money, fails to account for disability costs and can make unsafe relationships harder to leave.

As the Government develops new action plans to end violence against women and children, it cannot ignore policies that create financial dependence.

We're calling for partner income testing to end across all affected payments, with immediate changes to reduce harm in the meantime.

#EndPartnerIncomeTesting #DisabilityJustice #FamilyViolencePrevention #Carers #AusPol Campaign update. The Social Services Minister’s office says the partner income test will be discussed with her department. But there is still no timeframe, no confirmation the Minister has been briefed, and no commitment to reduce harm. Discussion isn’t action. This policy continues to deny people freedom, dignity and independence. End partner income testing. by @endpartnerincometesting

Last week, members of @endthe_pit met with advisers to Social Services Minister @tanyaplibersek, to discuss the ongoing harm caused by partner income testing.

@elleofarcana, @chronically_me_xo and @sophiaredjeb raised financial dependence, extra costs of living with disability, domestic and family violence, and the loss of autonomy when someone’s income depends on what their partner earns. @sophiaredjeb also presented findings from their report, The Human Cost of the Partner Income Test, and one of our volunteers shared their lived experience of the policy’s harm in action.

We asked what evidence supports a fundamental assumption behind the policy: that partnered people can safely and reliably pool their financial resources.

We were told there was no evidence or data available to substantiate that assumption.

This matters even more as NDIS cuts put greater responsibility for support onto partners and families. People should not be pushed into greater reliance on a partner for care, while simultaneously losing income support because of that relationship.

We also raised the limitations of existing safeguards and asked what immediate harm-reduction measures the Government will take.

Our goal remains clear: abolish partner income testing and treat adults as financially independent individuals.

We’ve followed up with the Minister’s office and will keep pushing for meaningful reform.

We had a meeting today from 10:00–10:30am with Tanya Plibersek’s office. We met with two advisers, including one who works directly with Tanya.

We’ll provide a more detailed update after we’ve had a thorough debrief.

We’re grateful for the opportunity to meet and discuss these issues. We’ll be looking to meet with them or DSS again, as unfortunately 30 minutes wasn’t enough time to cover everything. We’ll also be sending follow-up emails and additional questions.
