Thank you to everyone who has made 2025 such an impactful year for EuroMedAI.

As we close the year, we’re excited to share our EuroMedAI Annual Update 2025 , a snapshot of the milestones, convenings, collaborations, and momentum we’ve built together across the Euro-Mediterranean region.

This update reflects the energy of a growing community committed to responsible, inclusive, and regionally grounded AI; and it wouldn’t be possible without your trust, contributions, and continued engagement.

Today marks the first day of the official campaign for 🇲🇦 Morocco's 2026 parliamentary elections, and, for the first time, the use of AI is formally part of election observation in the country.

Morocco votes on 23 September. It is the first legislative election held under electoral rules that name artificial intelligence:

♦️Organic Law 53.25 lists AI tools among the means of committing electoral offences, including manipulated content and false information targeting candidates, voters or the integrity of the vote.
♦️ The CNDP has asked political parties to label all AI-generated content and to respect consent rules when using voters' data.
♦️ HACA prohibits misleading AI-generated electoral content on radio and television.
♦️ Digital campaign spending, including AI tools, is capped at one third of a candidate's budget.

The #CNDH and #CAOE have included AI in their observation of the campaign. EuroMedAI is observing how political parties and candidates use AI in their public communication, applying the same criteria to all.

EuroMedAI is also a member of the National Task Force on the use of AI, launched on 31 July 2026 with civil society leaders and working with the CNDH and CAOE. The Task Force brings together technical, civil society and legal experts.

Gen Z × AI Governance — Shape the Rules 🇹🇳

On 24 July, EuroMedAI and Amnesty International Tunisia brought 14 selected young Tunisians together in Tunis for an evening that treated them as co-authors of AI governance, not just its users.

Around the table: law students, developers, civil society leaders, comparing how AI is (and isn't) governed the same way across the US, the EU, and China, then testing those principles against local use cases in breakout groups on democratic oversight, privacy, and surveillance.

A huge thank you to:

➡️ Our partner, Amnesty International Tunisia, for hosting us and for their continued commitment to human rights in the digital age.
➡️ Our speakers and experts, who joined in person and remotely to share their knowledge and challenge the room with hard questions.
➡️ Our 14 participants, who showed up, engaged fully, and reminded us why Gen Z belongs at the table when AI's rules are being written.

This is exactly the kind of work EuroMedAI exists to support: connecting people across the Mediterranean to shape AI governance from the ground up.

🌍 Civil Society Consultations on the Implementation of the Pact for the Mediterranean
📍 Brussels | 23 July 2026

The afternoon sessions brought together civil society representatives, public institutions, researchers and regional organizations to exchange ideas around three strategic priorities for the Mediterranean:

🔥 Mediterranean Disaster Preparedness
Strengthening community preparedness, disaster-risk awareness, and the inclusion of local communities in prevention and emergency response.

🤝 MED-SECURE
Promoting safe, inclusive and trust-based engagement between public security institutions and communities, with a particular focus on youth, women, local actors and independent civil society.

🚀 StartUp4Med
Advancing inclusive entrepreneurship, the social economy and decent job creation by improving access to finance, mentoring, markets and opportunities for young people, women entrepreneurs and social enterprises.

💬 The discussions highlighted the essential role of civil society in shaping more inclusive, resilient and people-centered policies across the Mediterranean.

Gen Z × AI Governance— Shape the Rules 🇹🇳

AI is being built right now, and Gen Z barely has a seat at the table. On 24 July, we're changing that.

EuroMedAI and Amnesty International Tunisia are bringing together 14 young Tunisians and 5 experts for an evening workshop on AI governance — ethics, human rights, and the rules that should govern this technology.

On 23 July, Brussels will host a new round of consultations gathering nearly 80 representatives from civil society organisations, social economy actors, youth and women-led organisations, research institutions, and regional networks from across the Mediterranean.
Together, they will contribute practical recommendations to support the implementation of:

We are pleased to announce that AMSA-AI has been featured in the AI Dialogue Partnerships Hub of the United Nations Global Dialogue on AI Governance, whose inaugural session was held in Geneva on 6–7 July 2026.

The Partnerships Hub brings visibility to initiatives contributing practical experience, capacity-building, research, technical cooperation and partnerships across the principal themes of the Global Dialogue.

AMSA-AI responds to a critical challenge: while artificial intelligence is increasingly entering public institutions and services, many local governments and civil society actors still lack the institutional capacity, governance tools and inclusive mechanisms required to guide its responsible adoption. Through a civil society-led approach, AMSA-AI seeks to support local AI readiness by strengthening institutional ownership, accountability, data governance, public-sector capacity and meaningful citizen participation.

This milestone is the result of the commitment of our participants, local partners, experts and supporting organisations. We extend our sincere appreciation to everyone who has contributed to the development and implementation of the initiative.

We took the AI divide to the table at #Geneva AI Week 2026. 🇨🇭

At our official UN side event — "From AI Governance Evidence to Local Readiness" — during the Global Dialogue on AI Governance, EuroMedAI convened a genuinely cross-sector room: AI researchers, UN officials, civil-society advocates and public servants, many speaking directly to the #Mediterranean's own stake in closing that divide.

The region is already moving, national AI strategies, governance frameworks, talent development, ethics, pilot AI applications increasingly advanced through triangular cooperation across the Mediterranean, Africa, EU and the Gulf. But binding protections, infrastructure and sustained funding remain scarce.

The Global Dialogue continues in New York next year, and we're calling for it to stay intercultural — bringing Global South voices, not just Global South data, to the table. Closing the divide is estimated to need $2.6T in infrastructure, talent and resources.
