IF YOU’VE BEEN SEXUALLY ABUSED, YOU DO NOT HAVE TO FACE IT ALONE.

For years, I blamed myself. Why didn’t I fight them off? Why couldn’t I speak about it?

SurvivorsUK helped me talk about what happened and understand that the shame was never mine.

And it isn’t yours either.

You don’t have to tell your story publicly. You don’t need to find the perfect words or explain everything at once.

When you feel ready, reach out—to someone you trust or a specialist support service. If speaking feels too difficult, you can start with a message.

Whether it happened recently or decades ago, you deserve to be heard and supported.

SurvivorsUK supports men, boys, trans and non-binary people who have experienced sexual abuse.

FULL STORY

I REPORTED SEXUAL ABUSE. SOUTH WALES POLICE MADE ME THE CRIMINAL.

Two priests and my GP. Men in positions of trust, 15, 20 and 30 years my senior. The abuse began before I was 21—the legal age then for sex between men.

They knew one another. I had identified a credible link to Cyril Smith MP, a prolific paedophile whose abuse and institutional cover-ups were examined by a public inquiry.

I sent South Wales Police at least 12 emails, addressed or copied to Sgt Scott Hutton. His three replies did not engage with the substance of the network abuse I was reporting.

He said another statement was needed. I asked him to take it. He did not arrange the interview.

Then, on 10 October 2025, Sgt Ceri Cole’s official outcome said:

“Both males would have been deemed to have committed an offence at this time.”

“There was no legal victim under statute due to being aged under 21.”

And “prosecution could take place now”.

She then decided not to prosecute on public-interest grounds.

Let that land. I reported abuse. They decided whether to prosecute ME.

Parliament legislated to erase qualifying historic gay convictions. Yet SWP used the repealed law to criminalise a survivor in 2025.

The Commissioner left that outcome standing. Its barrister’s defence gets the equality duty wrong and calls the due regard required “so low as to be negligible” because “the review only relates to one person”.

ONE GAY MAN.

My rights under Articles 8 and 14 do not vanish because I am one gay man. The Supreme Court has already confirmed that equality duties apply to individual decisions.

How can the Commissioner hold SWP to lawful account while defending that position?

This is institutional homophobia—not an excuse to dismiss equality because only one of us is asking for it.

Humberside’s separate complaint outcome found its own service UNACCEPTABLE ON 14 allegations. It reopened its investigation & took my further evidence.

YOU DO NOT HAVE TO CARRY THE SHAME.

I reported historic sexual abuse involving a network of men — two clergy and my GP — around 15, 20 and 30 years older than me.

I reported grooming, sexual assault and rape.

South Wales Police retrieved a discriminatory homosexual law from 1967 and used it against me in 2025.

Their official outcome said:

“both males would have been deemed to have committed an offence”

“there was no legal victim”

“prosecution could take place now”.

I reported sexual abuse.

I came out of their process as the criminal.

Then, when the equality implications were raised, counsel for the Commissioner argued that the equality duty was “so low as to be negligible” because:

“the review only relates to one person”.

ONE PERSON.

ONE GAY MAN.

But I am one gay man within a protected class of around 1.5 million gay men in England and Wales.

If South Wales Police can retrieve a discriminatory homosexual law and use it today to criminalise me, that does not stop with me.

YOU ABSOLUTELY HAD AN EQUALITY DUTY.

And here is the extraordinary contradiction:

That historic homosexual criminalisation cannot now be used against me in court.

Yet South Wales Police and the Commissioner are asking the High Court to uphold the lawfulness of an official outcome that used it against me.

I say the record evidences institutional homophobia.

I REPORTED SEXUAL ABUSE.

IN 2025, SOUTH WALES POLICE SAID I “COMMITTED AN OFFENCE”.

I CAME OUT THE CRIMINAL.

They retrieved a discriminatory homosexual law from 1967 and used it against me.

Their official outcome also said there was “no legal victim” and that “prosecution could take place now”.

So where was the equality assessment?

I am gay. The historic law targeted gay men. There was no equivalent law criminalising a 19/20-year-old woman for having sex with a man.

Yet Cole, Rowlands and the Commissioner treated this as a decision about:

ONE GAY MAN.

Counsel now argues the equality duty was “so low as to be negligible” because “the review only relates to one person”.

ONE GAY MAN.

But when Cole applied that discriminatory law to me, around 1.5 MILLION GAY MEN were effectively sitting beside me.

We were the protected class that should have been in their sights.

So I checked the law they should have checked.

DUDGEON: not prosecuting does not cure homosexual discrimination.

B.B. v UK: Britain’s discriminatory gay age-of-consent law violated human rights even when prosecution was discontinued.

M.C.: no physical resistance does not mean consent.

DSD — UK SUPREME COURT: serious sexual abuse requires effective investigation.

HOTAK — UK SUPREME COURT: equality must be considered rigorously when the decision is made — not afterwards.

PARLIAMENT: qualifying historic homosexual offences are to be treated as “never having committed”.

South Wales Police wrote:

“committed an offence”.

THIS LAW IS NOT NEW.

So how did they get this so spectacularly wrong?

I say this record is capable of evidencing institutional homophobia.

As for Sgt Scott Hutton personally?

I cannot say whether he is homophobic.

But I asked South Wales Police at the time:

“Is this homophobia or incompetence?”

The record is in the Reel.

That question remains.

The lawfulness of what these institutions did is now before the High Court.

I reported sexual abuse.

SOUTH WALES POLICE TURNED ME INTO THE CRIMINAL.

My “crime”? Homosexual sex when I WAS FORCED.

THE VERY CRIMINALISATION PARLIAMENT LEGISLATED TO ERASE OVER 20 YEARS AGO.

THE VERY OFFENCE WHICH, WHEN DISREGARDED, IS INADMISSIBLE IN COURT.

GO FIGURE?

THE REGULATOR’S BARRISTER SAYS IT SOUNDS LIKE I WANT THE LAW STRUCK OUT?

WELL YES — BECAUSE IT WAS!

They further say my equality rights are “so low as to be negligible” because I am one gay man complaining.

They don’t even understand that equality law, when applied to one gay man, protects all gay men in that legally protected class.

ALL 1.5 MILLION OF US.

HOW CAN THE REGULATOR OF THE POLICE REGULATE THEM WHEN THEY FAIL TO UNDERSTAND EQUALITY LAW THEMSELVES?

The Supreme Court has ruled on these principles before:

Hotak v Southwark [2015] UKSC 30 — the Public Sector Equality Duty requires rigorous and open-minded consideration.

DSD [2018] UKSC 11 — the police duty to investigate serious sexual offending effectively.

Efobi [2021] UKSC 33 — the evidential principles governing discrimination.

THIS IS INSTITUTIONAL HOMOPHOBIA.

PLEASE SHARE TO RAISE AWARENESS.

Four years after I reported historic sexual abuse, South Wales Police has still not interviewed the priest I reported — a man around 20 years older than me.

The only concluded police outcome was to criminalise me.

Because I was gay and under 21, their official report said I had committed an offence and that “prosecution could take place now.”

That discriminatory anti-gay law was repealed more than 20 years ago.

Yet in 2026, rather than withdraw and correct that outcome, the Chief Constable’s legal team is advancing its reasoning before the High Court.

I entered the police process reporting sexual abuse.

I came out of it officially classified as a homosexual offender — not a victim.

This homophobic police force deserves to be named and shamed.

FOUR YEARS IS ENOUGH.

I REPORTED A NETWORK OF ABUSERS.

I REPORTED RAPE.

I REPORTED SEXUAL ASSAULT.

1 GP. 2 CLERGY.

SOUTH WALES POLICE CRIMINALISED ME.

They said I had committed an offence.
They said “prosecution could take place now.”

NO, SGT COLE.
NO, COMMISSIONER.
NO, SOUTH WALES POLICE.

NO. YOU CANNOT.

We lived through AIDS stigma.
Section 28.
An unequal age of consent.
The criminalisation of gay men.

Queer people still experience disproportionately high levels of suicidal thoughts, self-harm, alcohol dependence and drug dependence.

These rights were not simply given to us.

WE FOUGHT FOR THEM.

✅ Equality Act protections
✅ ECHR Article 3
✅ ECHR Article 8
✅ ECHR Article 14
✅ Parliament’s correction of historic gay criminalisation

THESE ARE OUR RIGHTS.

Yet in 2026 their High Court case says this concerns “ONE PERSON” and the equality duty was “SO LOW AS TO BE NEGLIGIBLE.”

ONE GAY MAN IS NOT NEGLIGIBLE.

OUR HISTORY IS NOT NEGLIGIBLE.

OUR RIGHTS ARE NOT NEGLIGIBLE.

When will South Wales Police deliver on its promises to the LGBTQ+ community?

How many more failures?
How much more institutional homophobia?
How much more harm before officers — and their lawyers — understand the equality laws we fought so hard to secure?

IT IS 2026.

AND SOUTH WALES POLICE IS STILL PUTTING THIS HOMOPHOBIA BEFORE THE HIGH COURT.

FOUR YEARS OF REPORTING THE ABUSE.

FOUR YEARS OF FIGHTING TO BE HEARD.

FOUR YEARS IS ENOUGH.

PLEASE SHARE — STOP INSTITUTIONAL HOMOPHOBIA DOING MORE HARM TO OUR COMMUNITY. 🏳️‍🌈🏳️‍⚧️

EVEN IF YOU DECIDE I WAS NOT ABUSED — YOU STILL CANNOT CRIMINALISE ME UNDER A DISCRIMINATORY ANTI-GAY LAW. YOUR ASSESSMENT IS ITSELF DISCRIMINATORY AND FUNDAMENTALLY WRONG.
