A state legislator wants to bar Cuyahoga County from raising sales taxes without voters' approval, a move that could throw a wrench in plans to fund repairs at the Cleveland Cavaliers’ and Cleveland Guardians’ home venues.

State Sen. Tom Patton, a Strongsville Republican, introduced a bill that would revoke the ability of Cuyahoga County Executive Chris Ronayne and County Council to approve a sales tax increase on their own.

Officials tell Ideastream Public Media that Cleveland and the county are working on a new plan to fund Gateway, the public entity that pays for repairs at Rocket Arena and Progressive Field. That proposal isn’t finalized but could include increasing sales taxes, as well as increasing sin taxes on alcohol and cigarettes.

But Patton accuses Ronayne of wanting to “push through” a sales tax increase with only a County Council vote.

“It's just bad politics to vote for a tax without the vote of the people,” Patton said. “And currently, under the current law, they would be allowed to do it.”

When Bill Koch was a boy growing up in Steubenville, Ohio, Santa brought him an art kit.

“I took that kit and I think I painted on every wall in the house,” Koch said.

Because Steubenville at the time was an industrial town, Koch said his schools didn’t offer art instruction. It wasn't until later in his life that he learned to paint with watercolors.

Now, Koch teaches others at the Tuscarawas County Center for the Arts -- and organization he helped start in 2002.

Learn more about the space that's been a catalyst for the arts on this week's episode of Applause, now streaming on the PBS app. by @ideastreamneo

Cleveland Metropolitan School District CEO Warren Morgan took the stage Thursday for his fourth annual State of the Schools address through the City Club of Cleveland. He said the district's consolidation plan has already produced tangible improvements at schools. He highlighted positive district news that he argued has not been adequately celebrated in the public sphere. The 2026 class of students had the highest graduation rate in CMSD's history at 83.1%, up from 79.6% for the 2025 class.

"Let 'em know that Cleveland can do hard things and make tough decisions, especially if that means better outcomes for kids," Morgan said.

The ALCS returns to Cleveland this afternoon as the Tampa Bay Rays and Guardians face off for Game 3 at 1 p.m. The series is level, 1-1, after some mistakes cost Cleveland Game 2 on Tuesday.

Ideastream Public Media sports commentator Terry Pluto says the good news for the Guardians is they won one of the first two games on the road and will play three straight games in Cleveland. Gavin Williams is scheduled to start Thursday.

“The excitement this brings to the city, the atmosphere at the games, you know, seeing the fans and the red, white and blue outfits that they wear, the team colors, I just love it," Pluto said. "And the fact they lost their last game in Tampa Bay, it's like, OK, it was a stinker, but frankly, if you split in Tampa Bay, that's not a bad way to start this series."

He also urged fans to enjoy the ride.

“It's October, you got a team in the playoffs," Pluto said. "You got a team that (advanced) a round in the playoffs. You got the team that has a chance to pull an upset against Tampa Bay. You got something worth watching.”

Cleveland State University President Laura Bloomberg and Ohio Gov. Mike DeWine announced a $10 million gift Wednesday that they said will transform the university's college of business. The gift will fund education to prepare students for an ever-changing industry that increasingly is relying on artificial intelligence, Bloomberg said. Bloomberg touted several initiatives the university has launched recently to try to expand students' access to actual work experiences during their studies.

Case Western Reserve University’s Dental School has received a $15 million donation to improve oral healthcare for people with special needs. The donation, from Bill and Chloe Cornell, will establish the Cornell Center and create an endowed professorship at Case Western Reserve University. According to the university, nearly 14,000 Northeast Ohio children need sensory-friendly treatment or specialized sedation when they visit the dentist.

“We feel it's very important that children, young adults and older adults with special needs have a place to go,” Bill Cornell said in the release.

Major budget cuts could be coming to Willoughby-Eastlake City Schools, the district warns, if voters reject a new income tax levy this November. Issue 8 proposes a 0.75% earned-income tax levy. School officials have said if it fails, that could lead to the reduction of district staff and consolidation to one high school and one middle school alongside the closing of Eastlake Middle School and Jefferson Elementary School.

“Local public schools don't want to go to their voters. They understand. We're all made up of people with real budget, real issues, you know. But our kids are worth it,” said Brittany Matlock, a member and campaigner of Support WE Schools. “This is our civic duty. To ensure that the next generation has what they need and can be competitive in a 21st-century workforce.”
