India has published draft rules on how animals are used in scientific experiments, and the public has been invited to respond.

The draft would replace two existing rulebooks. Here’s what stood out:

Institutional ethics committees could approve mild and moderate experiments, with central CCSEA approval needed only for certain severe and non-recovery ones involving larger animals.
- Experiments would be sorted into four severity levels, but who decides, and how closely that decision is checked, is still an open question.
- Rule 11(2) allows some animals to be sourced from unregistered establishments or open markets under certain conditions.
- The definition of an “establishment” includes premises that aren’t fully enclosed, and mobile facilities.

The draft does include protections, such as registration, veterinary supervision, inspections and the 3Rs (Replace, Reduce, Refine). But animal welfare has to be more than paperwork, and that depends on independent oversight and transparency.

We are fully aware of the enormous social injustices and the current turmoil affecting our country. We do not turn a blind eye to human suffering. But we must also remember those who have no voice in our public debates, no choice in their fate, and no freedom to escape their suffering.

🚨 BREAKING NEWS 🚨: 12 cat thieves arrested in Vietnam.

Can you imagine 12 men being responsible for the deaths of nearly 2,700 cats? We had to take a moment when we read that number. It is almost impossible to comprehend the scale of suffering behind it.

As various Vietnamese and international media have reported, these men were just arrested by local police in Vietnam and will face justice for their alleged involvement in the theft and killing of thousands of cats.

During the arrests, police found 50 live cats that had reportedly been stolen by the group. Some have already been reunited with their owners. Officers also confiscated traps allegedly used to capture the cats, as well as weighing scales that may have been used to determine their value.

The heartbreaking reality is that cats and dogs are still stolen and killed for their meat in parts of Vietnam. Animals are taken from the streets or even from their own homes, leaving families devastated and countless animals exposed to unimaginable suffering.

Nearly 2,700 lives have reportedly been lost at the hands of this group. Nothing can bring those cats back or erase what they endured. But we are grateful that local authorities intervened and hope this arrest prevents these men from ever harming another animal.
