Humbled by your trust. Honored to serve as your next Metro Council President.When my daughter was born, the stakes of this work got bigger. The Columbia River Tribes have stewarded Pacific lamprey for thousands of years, long before dams and pollution altered our rivers and pushed this ancient fish toward the margins.This week, Metro and the Oregon Zoo joined the Columbia River Inter-Tribal Fish Commission to return this year’s cohort to the Breitenbush River. Tribal-led biology and science is driving this conservation work. We are honored to support it.Pacific lamprey are 450 million years old, older than dinosaurs, older than trees. Today, Metro Council approved over $26 million in parks and nature investments, funding 51 projects across greater Portland.Nature is what makes our region special. Ask people what they love most about living here, and they say “nature,” not just the wild places far away, but the nature we get to enjoy close to home.This funding comes from the Parks and Nature bond voters approved in 2019, and so much of it was shaped by community members themselves: neighbors who voted on which projects to fund, organizers who brought culture and healing into these spaces, residents who showed up to protect the land they call home. Our Community Choice Grants process was one of the largest participatory budgeting cycles in the country, proof that when we trust communities to lead, they deliver.I’m proud to keep this work going as your Metro Council President. The Dolores is open in Hillsboro, and 67 affordable homes now have families in them, real people who can finally afford to live in the region they work and raise their kids in.We didn’t get there by accident either. Metro used dollars from our affordable housing bond, which is on track to deliver more than 5,600 homes region-wide, our site-acquisition program, which identifies the best locations for dense, affordable housing before land gets too expensive to build on, and 20 long-term rent vouchers through Supportive Housing Services for people experiencing extreme poverty. Three tools, working together, to make sure this housing actually stays affordable for the people who need it most.Thank you to Hacienda CDC, the City of Hillsboro, and Washington County for building this with us.As your Metro Council President, I will keep working to fix the most pressing issues our region is facing. Big news for Milwaukie: we just secured funding for 7 new parks projects! 🌳Thanks to Metro’s Community Choice program, we’re getting real investment in the green spaces that make Milwaukie a city where nature is woven throughout our urban fabric.Huge thanks to Clackamas County’s Metro Councilor Christine Lewis and Metro Council President Juan Carlos Gonzalez for their leadership in getting this program off the ground. I want to stress how unique this program really is: over the past few months, Metro solicited ideas from the community, hosted workshops turning those ideas into design concepts for new parks, and then brought it back to community members to vote for their favorites. The matching funds Metro is providing help cities like Milwaukie leverage our dollars efficiently and maximize our impact. I toured Fora Health to see our behavioral health and recovery system up close. This is what it looks like when people get the support they need to exit homelessness for good.Oregon ranks near the bottom nationally for behavioral health and recovery access. In Multnomah County, 372 people died while experiencing homelessness in 2024, and unintentional overdose was the leading cause. These numbers are a policy choice that I am not comfortable accepting.Recovery and transitional shelter is one of the biggest gaps in our system. We don’t have enough beds for people who need intensive support, especially those managing substance use and behavioral health conditions at the same time. That’s why we’re coordinating investments across our three counties to close that gap.This is hard work, and it’s not fast. But it’s the work. Toured the future site of the Portland Botanical Garden, and the videos genuinely do not do it justice. A first-of-its-kind vision for the city of Portland, years in the making by a small team of Oregon botanists and conservationists. Right on the banks of the Willamette in North Portland.
