Texas Tech backup quarterback Thomas Castellanos is now eligible to play, according to a report listed by On3 Friday afternoon, granted by Judge Brian Edwards of the Jefferson County Circuit Court.

On3’s article states:

“Per the order, the NCAA cannot bar the athletes from participating in the 2026-27 season if they already used their four years of eligibility. The association also cannot enforce its rule of restitution and its “ghost transfer rule against the athletes, any school for which they compete or any school they compete against.”

Two weeks ago, Castellanos was ruled ineligible following a ruling from the Kentucky Court of Appeals and Friday’s court hearing was expected. He also joins Missouri’s Mark Mitchell and Louisville’s Seth Trimble as college athletes cleared to play.

Castellanos, who made his Red Raider debut on Sept. 12 at Oregon State, has thrown for two touchdowns and has rushed for two more in his three games of play. He was announced as a Red Raider in late August, and has previously started for UCF, Boston College, and Florida State. #kcbd11 by @kcbd11

The Dawson County Sheriff’s Office arrested a Lamesa ISD bus driver after receiving a complaint about an incident involving him and a 13-year-old girl.

The sheriff’s office received the complaint on Wednesday, Oct. 14, regarding an incident that may have happened between the 13-year-old and 60-year-old Michael Mojica, a Lamesa ISD bus barn driver.

Dawson County deputies began an investigation and notified the Lamesa ISD bus barn supervisor of the incident.

Lamesa ISD administration placed Mojica on unpaid administrative leave. He was transported to the Dawson County Jail and booked on charges of assault and unlawful restraint of a person less than 17 years of age.

As of Oct. 15, Mojica is out on bail.

Lamesa ISD released a statement, saying in part, "The district is fully cooperating with law enforcement as they investigate the incident...The safety and well-being of our students and staff remain our highest priority. WATCH: A Texas Tech police officer is encouraging students to take precautions to stay safe if they plan to go out for homecoming weekend.

The message follows a mandatory alert sent to students two weeks ago about a reported sexual assault involving two students, according to Texas Tech’s Clery Compliance office. The alert states two students took a ride from people they did not know after leaving the Broadway area after midnight on Oct. 1.

Officer Caitlynn Jeffries, public information officer for the Texas Tech Police Department, said alerts like this are mandatory but serve another purpose.

“It’s an opportunity for students to understand what may have happened in their community so that they can take more precautions, if they think it’s necessary to do so,” Jeffries said.

Jeffries says some crime can be prevented by being aware, which starts before the night begins by making a plan.

“Whether it’s getting a ride after, where you’re going throughout the night, and even contacting some other friends that may not be going with you and just letting them know, hey, we’re going to be out for a little bit. Can you please watch out for us, you know if we contact you, whatever it might be,” Jeffries said.

Jeffries said students should pay attention to their drink. If left alone with someone they do not know or trust, they should not drink it.

“And don’t leave a buddy alone. That’s something we see as well as people go out in a group, but they don’t always leave as a group. So stay in a group, stay together. That way you can protect each other,” Jeffries said.

Jeffries said students are encouraged to get help and report incidents without fear, even if drugs or alcohol were involved.

She said a report can be made regardless of how much time has passed, but the sooner a report is made, the more evidence may be collected.

Jeffries and Clery Compliance said a victim is never responsible for a sexual assault.

WATCH: The Skeleton House in Lubbock is getting residents ready for Halloween season.

It’s the brainchild of Justin and Mandy Locke, whose first purchase four years ago changed everything.

“We bought one of those 12-foot skeletons from Home Depot and put it out,” Justin said. “People drove by and they’d wave and I said I think it’s time for us to be that house.”

October is a special month for the Locke’s, as both celebrate birthday’s during the month. The couple loves to be artistic, so putting up these decorations allows them to share the joy they have for Halloween. The community has certainly taken a liking to the setup over the years too.

“We get a lot of people walking by, a lot of people saying ‘hey, can we take pictures?” Justin said. “We say absolutely, take all the pictures you want.”

From Ezekiel chilling on the hay bale, to Crow, who stands 15-feet tall, and of course, the group of skeletons taking part in The Avengers versus Jedi fight, there’s plenty of gems to see at The Skeleton House.

Justin also says the yard has to be taken care of as well, so it is a process to make sure he can mow the yard properly. Regardless, the Locke’s are happy to celebrate Halloween in style, and hope the community can come out and see everything it has to offer.

“People drive by going to work, the store, school, and I want them to see something that makes them smile,” Justin said. “Last year, we had almost 500 people come through here, so it’s something we’re going to do every year, every Halloween, and we hope the weather holds up and we can do it again this year.”

The Skeleton House is located near 34th St. and Chicago Ave. #kcbd11 by @kcbd11

FIRST ALERT: The National Weather Service has issued a Freeze Watch for areas on the Caprock for the period late Friday night through Saturday morning.

The Watch, which sometime Friday may be escalated to a Freeze Warning, is highlighted on the map. It does include the city and county of Lubbock.

The far northwestern parts of our viewing area are likely to experience freezing temperatures. Currently, our forecast low for Lubbock is just above freezing. It’s a narrow margin. Slight variations in what is anticipated may result in a temperature not quite as cold, or just a little colder.

Keep an eye on our forecast for possible adjustments.

For those of you with cold-sensitive animals or vegetation that you want to protect, Friday is the time to prepare. #kcbd11 by @kcbd11

ICYMI: Neighbors in the Parkway Cherry Point neighborhood say they are upset after an asphalt plant started operating earlier this year. Residents say they do not want any industrial plants near their homes.

The neighborhood is east of MLK and north of Parkway Drive.

Rose Wilson has lived in her house for nearly 50 years. She said she saw a similar situation three years ago, when another asphalt company moved into the same area.

Wilson said when it gets windy, dust and asphalt cover her neighborhood, which raises health concerns.

Adam Pirtle is a staff attorney with Legal Aid of Northwest Texas. He represents the Parkway Neighborhood Association.

“With the Neighborhood Association filed public information request with the city to see if there were any temporary use permit documents or specific use permit documents that the city had on file. The city didn’t give us anything back, so that leads us to the conclusion that there was they didn’t have those documents,” Pirtle said.

Pirtle said that is not his only concern. He said the land is currently zoned for “low-density single-family” development, which he said should block any industrial operations there.

The neighborhood association filed a formal complaint in August, prompting the city of Lubbock’s codes inspectors to investigate.

Director Stuart Walker said his team flagged a violation for the property owner, not a company violation for operating there.

Walker said the company, Webber LLC, has until Dec. 7 to move everything out of the property. Walker said city staff believes the plant is no longer in operation and that the company is dismantling the site.

City records show the property owner has requested a zoning change from “residential” to “light industrial,” which would allow the industrial plant to operate.

A public hearing with the Planning and Zoning Commission is scheduled for Nov. 5. A Lubbock City Council hearing on the change is scheduled for Dec. 1. #kcbd11 by @kcbd11
