In April 2025, the Abolish 41.18 Campaign demanded that Councilmember Hugo Soto-Martinez repeal the 41.18 criminalization zones created by his disgraced predecessor, Mitch O’Farrell. LA Municipal Code 41.18 criminalizes sitting, lying down, sleeping, and having personal property in countless public spaces throughout the city.

While Soto-Martinez spent most of his first term upholding a violent status quo, LAPD utilized 41.18 to arrest hundreds of poor people in his district for simply existing in public. After 16 months of organizing, political education, and escalating direct actions, Soto-Martinez finally repealed the 12 zones in his district that he has the authority to remove.

While we celebrate this repeal with the unhoused people who are directly impacted, we acknowledge that this is a small first step. Countless more 41.18 criminalization zones exist across LA, including hundreds of large zones in Councilmember Soto-Martinez’s district, that cannot be removed without repealing LAMC 41.18 in its entirety.

We call on Councilmembers Eunisses Hernandez and Ysabel Jurado to immediately introduce motions to repeal all 41.18 zones that their disgraced, racist predecessors Gil Cedillo and Kevin de León created in their districts. by @lastreetcare

No one should be evicted for their immigration status.
No one should be criminalized for their housing status.

The struggles of undocumented and unhoused people are more interconnected than you know. An estimated 10% of LA’s unhoused population is undocumented, and ICE has already kidnapped people from encampments throughout the city. 

All 15 city councilmembers continue to regularly order raids of encampments in their districts. During these sweeps, people regularly report that city officials seize or trash their IDs and paperwork, leaving them without documentation. When city officials criminalize and displace poor people, they leave them at increased risk of kidnapping by federal agents.

No one should be evicted.

This Tuesday, October 6, the Public Safety Committee will consider Traci Park’s motion to vastly expand 41.18, making it easier to punish unhoused people across Los Angeles without individual Council votes on enforcement zones. Park invokes Trump’s Supreme Court and Gavin Newsom’s camping crackdown to justify revamping LA’s criminalization law 41.18. But permission to inflict more suffering is NOT an obligation to do so. LA must do better. 

Criminalization means citations, arrest and jail for acts of survival because someone can’t afford housing in the midst of a housing crisis. It means forcing neighbors who are predominantly disabled, elderly and people of color to keep moving or face arrest, separating people from outreach workers and putting medications and belongings at risk.

This motion creates no housing and prevents no evictions. As the Olympics approach, sweeping people out of sight will only deepen the shame of a city that refuses to make housing affordable.

At Thursday’s sweep near Venice Blvd and Overland Ave, the rules seemed to change as a resident tried to leave with his belongings.

First, LAPD told him he could not take his cart because they said it did not belong to him. When he tried to move his belongings onto a rolling desk chair instead, officers said he could not take that either because it did not fit inside the city’s 60-gallon bag.

He ultimately left with only what he could fit inside.

A CD11 representative took his information but would not say what housing or services were available. LAHSA was not present. taken in Culver City, California by @lastreetcare

Early Thursday morning, people staying beneath the 405 overpass on National Blvd and Sawtelle Blvd in the Sawtelle neighborhood were displaced ahead of a sweep as temperatures were already climbing into dangerous territory. 

The previous day had reached around 100°F, and the sweep came just days after heavy rain. In conditions like these, shade, shelter, and the ability to stay put can be the difference between safety and death.

Everything left beneath the overpass was trashed. The only housing assistance available on site was a referral.

Sweeps do not create housing. In extreme weather, they can strip people of the few protections they have and force them to move through conditions that are already dangerous. by @lastreetcare

MacArthur Park street vendors want LA’s 41.18 anti-camping law gone. 

That was the message delivered Wednesday by a group of about 20 street vendors working near the park, who held a press conference urging LA City Councilmember Eunisses Hernandez to repeal the law in her district, including areas in and around the park.

The ordinance known as 41.18, bans “sleeping, sitting, and lying” in public spaces, and was established in 2021 to try to erase signs of visible homelessness throughout the city.

At MacArthur Park, Los Angeles Police Department officers have also used the law to ticket street vendors and displace them from the area.

“The direct threat is that 41.18 will be used to launch a social cleansing against poor and homeless workers, and to displace all those who are considered disposable, although we represent the backbone of this country’s economy,” said street vendor Ana Vasquez in Spanish.

Muntu Davis, LA County’s health officer, said in a statement Monday that people need to be vigilant about their safety this week.

“Heat causes more deaths in the U.S. annually than floods, storms, and lightning combined,” Davis said. “If you or someone around you experiences symptoms of heat stroke or heat exhaustion, such as dizziness, nausea, rapid heartbeat, confusion, or passing out, seek medical help immediately.”

But accessing medical care and cooling centers, or even basic supplies like water, can be an arduous task for anyone living outside with no shelter from the sun. Unhoused people have a higher risk of heat-related illnesses and may also struggle to access city services due to disabilities, mental health conditions, or fatigue stemming from poor sleep conditions.

Heatwaves have been correlated with sharp increases in deaths of unhoused people living outside.

LA Public Press previously reported that the number of homeless people in LA increased 3.4% to 45,194 compared to last year. The number of people living out in the open or in tents and cars in the city increased 7.9%.
