Reversed surveillance is a visualisation of invasive surveillance technologies, challenging the prospect of automating crime detection during protests in France. The project reflects on the development and legislation of mass surveillance by offering a case study on how individuals can protect themselves using the very tools with which they are surveilled. At the base of the project is the idea that, since it is unlikely to fully revert surveillance and its effects on society, society should explore ways to reverse its impact. In Reversed surveillance, artist Marcel Top demonstrates the potential of reversing surveillance dynamics to protect the right to protest: by gaining knowledge of accessible surveillance tools, it is possible to ensure police accountability.

Marcel Top, a Belgian artist living between Brussels and London, started the project following the enactment of new legislation allowing the use of AI-enhanced surveillance in France (Law No. 2023-380), using accessible algorithms and available protest footage to simulate how the use of Algorithmic Video Surveillance (AVS) can impact protesters. by @marceltoptop

I was commissioned to produce a visual story for “The Authoritarian Future Is Already Here”, an investigation into the rising use of surveillance tools against citizens and activists in Uganda, mainly sourced from China, then Russia and Israel. For the piece, I looked at the tools and enablers of surveillance repression in Uganda. Thank you @jmwender for the trust and exchanges. by @marceltoptop

Marcel Top ontwikkelde zijn eigen dataset met een verborgen doel: door bewust verkeerde informatie toe te voegen, maakt hij de algoritmes onbetrouwbaar. Flocking ICE

The images show car and plate number recognition, people and animals using the recognition models found in FLOCK cameras. Since the source code of these flock cameras got leaked in September, I found multiple object recognition models within it. I extracted them and let them run on unprotected surveillance cameras all over the United States looking for number plates of ICE vehicles. taken in United States of America by @marceltoptop

As of today, over 100 physical letters were sent to US senators overlooking regulation around prediction markets; an automated system I set up to, everyday, send a recap of the bets that were placed on Polymarket on that day to a random senator.

Today, the odds of the US invading Iran are at 17% with 14 people betting $872 on those odds. One month ago (July 21st) $25 815 was bet on 28% odds.

Every time a bet is placed, a screenshot from live-stream footage of the American flag on Capitol Hill is taken as well. As of today, I haven’t heard back from any of the senators. taken in Washington D. C. by @marceltoptop
